I. BASIC FUNCTIONS OF THE JOB:

As a Supply Chain Capture Strategist within CEMA you will be responsible for the early engagement in new business opportunities and the integration of Supply Chain leadership to support the development and successful rollout of critical sourcing strategies across the business area. These responsibilities may include, but are not limited to, supporting the formulation and execution of sourcing/material strategies, sourcing agreements, leading and coordinating sourcing segmentation efforts, and supporting supply chain capture initiatives. The objective of these responsibilities is to provide robust supply chain solutions that minimize costs and improve program performance. Further, the development and implementation of this strategy will require a high degree of collaboration and communication with engineering, operations, manufacturing, quality, finance and the program office.

II. PRIMARY DUTIES AND RESPONSIBILITIES:

1. With guidance from the Supply Chain Capture Director, the Supply Chain Capture Strategist will primarily support new business captures early in the capture process along with a variety of special supply chain projects.
2. Individual will support and lead transition to execution of supply chain management activities from proposal to execution, working collaboratively across supplier partnerships and operations (supply chain planning, OPMs, subcontracts, general procurement)
3. Lead sourcing segmentation strategies for new business pursuits and/or newly established programs across the CEMA business area and successfully transition segmentation actions to the executing program team (OPM and Supplier Development).
4. Work cross-functionally to support OPMs, Supplier Development, Engineering, and Program Management to collect and minimize supplier/part risk across various product lines within CEMA.
5. Champion business area and/or product line sourcing strategies that drive cost reduction and procurement efficiencies. Help to drive product-centric sourcing strategies that can be utilized across multiple programs.
6. Support supply chain capture opportunities across the business area by conducting new supplier risk and opportunity assessments, build supplier relationship, gather supplier technology and capability expertise to implement sourcing strategies on key business pursuits.
7. Help establish collaboration networks across Business Areas to assimilate best practices. Develop robust supply chain solutions for new technologies/products from Fast Labs that transition into the Business Areas.

III. LEADERSHIP/SUPERVISION:

Manage and coordinate segmentation work direction on new business captures, identify and lead sourcing strategies to procurement/subcontracts and program office on a regular basis. Lead through uncertainty and provide clarity through areas of ambiguity.

Excellent communications skills are fundamental to the success of the Supply Chain Capture Strategist. Further development of communication skills to influence stakeholders and gain buy-in from various functions and levels are critical for success.

Continuous Improvement: This role is part of an evolving ES-wide Supply Chain Capture effort. The Supply Chain Strategist will help carve the way on some major initiatives that are imperative to the success of the overall Supply Chain Capture organization. The Supply Chain Capture Strategist will help implement new processes, support and lead training, help influence sourcing segmentation philosophies early in a capture phase, help lead sourcing strategies to drive efficiencies, lower costs, minimize supply chain vulnerabilities and carve new paths to drive our left shift initiatives earlier in the design phase. Required Skills and Education

  • Typically a Bachelor's Degree and 8 years work experience or equivalent experience
  • Experience in Operations Management, Project Management or Program Management, Procurement, Subcontracts
  • Ability to understand technical, contractual, and complex process challenges
  • Working knowledge of Life Cycle Management phases and manufacturing readiness
  • Strong demonstrated negotiation skills and team/project leadership experience
  • Experience in new business capture to include proposals
  • Experience developing long-term strategies and tactical plans to achieve enterprise objectives
  • Successful, proven record of leading and managing multi-discipline project teams
  • Strong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels
  • Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
  • Ability to communicate with senior management regarding Supply Chain Capture status
  • Experience communicating externally either with customers or suppliers
  • Technical and business acumen
  • U.S. Citizenship is required
  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook)
  • Developing internal/external/cross-cultural partner relationships
  • Active Secret clearance
  • Ability to travel when needed


Preferred Skills and Education

  • Bachelor's degree in Supply Chain Management, Business, Operations, or Engineering
  • Master's Degree in Business Administration
  • Prior experience in Operations/Supply Chain environment
  • Experience leading cross-functional Integrated Product Teams (IPTs)
  • Program Management Institute's (PMI) Program Management Professional (PMP) certification
  • Lean Six Sigma Green Belt or equivalent training/continuous improvement process experience
  • Demonstrated Risk Management experience
  • Experience with information systems such as Oracle, Salesforce, etc.
  • Knowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
  • Experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)
  • Strong organizational skills to handle many overlapping projects simultaneously
  • Demonstrated experience successfully engaging supplier executives
