OverviewFinance & Accounting performs a variety of financial and/or accounting activities, which may include the maintenance, control, analysis and development of complex financial/accounting records, reports and systems and their ongoing support. Provide or assist in business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and sound business practices. Adheres to and communicates business policies and procedures, including training and interpretation for the various organizations supported.
The Funding and Agreements Manager leads the team that is responsible for implementing the policies, procedures, and systems process to bring in Pacific Northwest National Laboratory's (PNNL) direct-funded research (FY24 $1.6B). PNNL brings in funding through Department of Energy (DOE) work authorizations, work from other government agencies, and non-federal sponsors through several approved mechanisms.
This position also leads the response to lead the annual DOE Budget Call for the Laboratory. Responsibilities include team and division planning, risk management, compliance, and internal controls associated with the activities described above. This position will also participate in other Business Services Directorate (BSD) projects that cut across divisions, as well as other duties assigned by the Director of Funding Contract Services.
The Manager of Funding and Agreements routinely interfaces with federal oversight, external sponsors, and internal research staff. Close coordination is required with multiple business functions, including deployed Business Office support, Cost Accounting, and Accounts Receivable.
Responsible for providing discipline specific acquisition and sales contract expertise. Acquisition responsibilities include development of acquisition strategies, development of Request for Proposal (RFP) documents, leading of subcontractor proposal evaluations, interpretation of government legal and corporate requirements, developing strategies and leading team negotiations, and administering contracts, including terminations and closeout activities. Sales responsibilities include strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance technical, financial, and contractual performance. Plans, develops and participates in training of contractual requirements. Briefs company management on proposal and subcontracting activities.
Steward the Funding & Agreements team in the execution in the delivery of the budgets and funding business service and be a Subject Matter Expert (SME) on laboratory funding processes.
- Lead the annual DOE Budget call activities for the Laboratory
- Interface with federal oversight on budgeting or funding deliverables, requirements, federal system changes, and other matters as necessary
- Ability to effectively communicate PNNL processes, policies, and potential solutions to problems to sponsors
- Provide career development coaching, mentoring, and feedback to ensure team members have appropriate technical, business, and operational skills, training, and experience
- Promote a healthy organizational culture through a supportive and inclusive work environment
- Provides expert and strategic advice to the PNNL CFO and FCS Director, with broad subject matter expertise in funding and agreements, and DOE Orders, Policies, Directives, and other direction from federal oversight as it relates to DOE national laboratories
- Lead A123 activities related to PNNL's funds-in processes
- Is responsible for the Work Authorization Lifecycle System (WALS) and coordination with the FCS Leadership Team and Computing and Information Technology staff
- Ensures quality, delivery and services available within the guidelines, viability, acceptable risk level, regulatory compliance, federal regulations, procedures of PNNL, the sponsor, and DOE
- Build strong relationships with relevant PMs, PMODs, Sector staff, peers, and other relevant stakeholders
- Partner with other members of the Funding Contracts Leadership Team to deploy processes and systems to deliver efficient, effective, and compliant business services to enable research
QualificationsMinimum Qualification:
- BS/BA and 8 years of relevant experience -OR-
- MS/MA or higher and 6 years of relevant experience
Preferred Qualifications:
- Experience working in PNNL's Work Authorization Lifecycle System (WALS), Microsoft Office and other related business systems
- Experience working within PNNL's proposal, funding, and financial policies, procedures, and systems
- Experience with Oracle including Financial Management, Grants Management, and Contracts Management
- Demonstrated ability leading major projects and/or coordinating and managing the activities of other staff
- Proven ability to work with efficiency, flexibility, and adaptability to changing conditions
- Experience in industry or DOE national laboratories engaging DOE federal oversight on financial and contractual compliance matters
- Knowledge of Cost Accounting Standards, Federal Acquisition Regulations, and Office of Management and Budget Circulars (A-11 and A-123)
