Full Job Description
POSITION SUMMARY
The Mgr Emergency Management is responsible for supporting the Sr Manager, Emergency Management & Business Continuity in the execution, administration, and continuous improvement of the company's Emergency Management Program. Leads day-to-day emergency management activities, oversees assigned team members, coordinates preparedness initiatives, and supports enterprise response and recovery operations to ensure organizational resilience and operational readiness. Serves as an operational leader within the Emergency Management organization, providing direct leadership to emergency management teams, coordinating cross-functional preparedness and response efforts, and ensuring the company's emergency management capabilities remain aligned with industry standards, regulatory requirements, and business objectives. During emergencies and significant incidents, the Manager serves in Incident Command System (ICS) leadership roles and supports Emergency Operations Center (EOC), Logistics and Planning functions, and Physical Security Operations Center (PSOC) operations. Collaborates closely with business units, security operations, corporate functions, government agencies, mutual assistance partners, and external stakeholders to strengthen preparedness, maintain situational awareness, support business continuity objectives, and ensure effective incident response and recovery activities.

PRIMARY DUTIES & RESPONSIBILITIES
  • Emergency Management Program Administration
    • Support the development, implementation, maintenance, and continuous improvement of the enterprise Emergency Management Program.
    • Assist the Manager of EM & BC in establishing emergency management strategies, policies, procedures, and governance processes.
    • Coordinate emergency management initiatives that support preparedness, mitigation, response, recovery, and resilience objectives.
    • Monitor program performance and recommend enhancements to improve organizational readiness.
    • Ensure alignment with applicable industry standards, regulatory requirements, and company policies.
  • Team Leadership & Development
    • Provide direct leadership, coaching, mentoring, and performance management for assigned team members.
    • Establish priorities, assign work, and ensure effective execution of departmental objectives.
    • Support team member development through training, professional growth opportunities, and succession planning.
    • Foster collaboration, accountability, engagement, and continuous improvement within the Emergency Management team.
    • Lead assigned projects and departmental initiatives.
  • Emergency Preparedness & Readiness
    • Lead the development and maintenance of emergency plans, procedures, job aids, and operational guidance documents.
    • Coordinate enterprise emergency preparedness activities and readiness initiatives.
    • Conduct hazard vulnerability assessments and support risk mitigation planning.
    • Develop, manage, and evaluate emergency management exercises, drills, and training programs.
    • Monitor corrective actions resulting from exercises, activations, and after-action reviews.
    • Promote a culture of emergency preparedness and organizational resilience throughout the company.
  • Incident Management & Emergency Response
    • Serve in Incident Command System (ICS) leadership roles during emergency activations and significant incidents.
    • Support Emergency Operations Center activations and emergency response coordination activities.
    • Leads Logistics and Planning activations and emergency response coordination activities.
    • Facilitate coordination among internal departments, affiliates, contractors, mutual assistance organizations, and external response agencies.
    • Provide operational support, situational awareness, and recommendations to incident command and executive leadership.
    • Coordinate response and recovery efforts to support the restoration of critical business operations and infrastructure.
    • Participate in after-action reviews and corrective action planning efforts.
  • Logistics and Planning Management
    • Support the administration and operational readiness of the company's Logistics and Planning functions
    • Maintain activation procedures, staffing plans, operational protocols, and resource management processes.
    • Coordinate training and qualification programs.
    • Ensure systems, technology platforms, and communications capabilities remain operational and effective.
    • Support emergency coordination activities during severe weather events, operational disruptions, and crisis situations.
  • Business Continuity Support
    • Support the Business Continuity Program under the direction of the Sr Manager, Emergency Management & Business Continuity.
    • Assist business units in conducting Business Impact Analyses (BIAs) and continuity planning activities.
    • Support continuity plan development, maintenance, testing, and validation.
    • Coordinate recovery planning efforts and business resilience initiatives.
    • Help ensure continuity and recovery strategies are integrated with emergency response processes.
  • Situational Awareness & Intelligence Coordination
    • Support enterprise-wide situational awareness and all-hazards monitoring activities.
    • Monitor emerging threats, risks, and events that may impact team members, assets, operations, or reputation.
    • Coordinate the preparation of incident reports, executive briefings, situation reports, and operational updates.
    • Facilitate information sharing among internal stakeholders and external partners.
    • Support decision-making through timely analysis and communication of operational information.
  • Financial & Administrative Responsibilities
    • Support budget development and management activities.
    • Monitor expenditures and resource utilization.
    • Assist with vendor management, contractor oversight, and procurement activities.
    • Support implementation and maintenance of emergency management technologies, systems, and platforms.
    • Ensure efficient use of resources to achieve departmental objectives.


QUALIFICATIONS

Education
  • Required:
    • Bachelor's degree in Emergency Management, Public Administration, Public Safety, Homeland Security, Business Administration, Environmental Health & Safety, or related field.

Licenses/Certifications
  • Preferred:
    • Florida Professional Emergency Manager (FPEM), Associate Emergency Manager (AEM), Certified Emergency Manager (CEM), FEMA Professional Development Series, FEMA Advanced Professional Series, NIMS/ICS certifications or other as appropriate to role.

Experience
  • Required:
    • 7 years of experience in emergency management, business continuity, crisis management, public safety, security operations, utility operations, or a related field.
  • Preferred:
    • Experience in an Electric utility, energy, critical infrastructure, or other regulated industry.
    • Experience supporting FEMA/NIMS/ICS-based emergency management programs.
    • Experience with business continuity planning and resilience initiatives.
    • Experience coordinating with government agencies and external stakeholders.
    • Experience with emergency notification and emergency management software platforms.
    • Experience supporting emergency operations centers, incident management teams, or crisis response organizations.
    • Experience coordinating emergency preparedness activities, training programs, and exercises.

Supervisory Experience
  • Required: 3 years of leadership or supervisory experience.


WORKING CONDITIONS
Periodic 24/7 on-call responsibilities. Availability for emergency activations, severe weather events, and crisis response. Occasional travel for training, exercises, conferences, and operational support. Ability to work extended hours during emergencies and restoration events. May require field response activities in adverse environmental conditions.
