Full Job Description
Incumbent is responsible for the inspection of all water, wastewater and reuse water mains and appurtenance installation, site rehabilitation projects and work completed by contractors. The associated functions include but are not limited to the management of the inspection staff in the scheduling, planning, and execution of inspections, and coordinating with various internal and external parties. Ensures all work in relation to JEA Water/Wastewater projects is in accordance with JEA Water and Wastewater Standards, Duval, St Johns, Clay and Nassau County codes, Florida Department of Environmental Protection regulations and approved engineering specifications.
  • Responsible for all phases of construction inspection to include planning, project coordination and rehabilitation for JEA water, reuse and wastewater systems.
  • Participate in the development, management and administration of O&M and capital budgets, ensuring caps are not exceeded.
  • Plans, organizes, assigns, reviews, manages and evaluates the work and performance of assigned staff engaged in the inspection and onsite quality control of JEA water and reuse distribution, wastewater collection systems and chilled water.
  • Manages policies and procedures to ensure completion and compliance of complex construction projects.
  • Provides direction and guidance as needed to facilitate successful simulations for required shut downs and outages that minimize customer impact.
  • Provides leadership and example in meeting JEA's safety and wellness goals.
  • Inspects and manages work of all personnel, to include contractors, for compliance with established policies, procedures and practices.
  • Manages the effective use and administration of contractual services.
  • Participates in the development and implementation of operating procedures used in the quality control of Water/Wastewater construction projects.
  • Maintains records and reports of construction and maintenance activities to be utilized in the planning and scheduling of work.
  • Responsible for compliance with contract specifications, JEA Water and Wastewater Standards and policy manuals, Florida Department of Environmental Protection regulations , local municipal and county ordinance and codes, and OSHA requirements.
  • Investigates and responds to customer complaints in connection with construction projects.


Qualifications

Education : Bachelor's degree in Engineering, Building Construction or related field is required.

Experience : Five (5) years' experience in construction management, inspection or maintenance preferably in a water or wastewater utility. Two (2) years supervisory experience required.

OR

An equivalent combination of education, experience and/or training.

License/Certifications/Registrations :

A valid driver's license is required prior to appointment and must be maintained during employment.

FDEP Class III Water Distribution System Operator, Professional Engineer or Florida Underground Utilities Contractor, or other related water/wastewater license, is strongly preferred.

This position requires that employees be in compliance with JEA procedure ES A0200 A0101 RS 628 Screening Personnel Risk Assessments (pre-hire for "FACTA" designations; pre-hire and recurring for "CIP" designations).

The salary range for this position is $108,750-$181,250 annually. Compensation will be determined based on education, licenses, certifications, skills, experience, and alignment with salaries for similar roles within the organization.
