Description
This is an administrative and supervisory position responsible for the overall coordination, management, and performance of the Mental Health Court program within the Community Services Department. This professional position works under the general direction of the Community Services Director and provides direct oversight of Mental Health Court Caseworkers. The Program Coordinator ensures effective service delivery, strong coordination with court and community partners, and compliance with applicable grants, contracts, and regulatory requirements. This position serves as the lead for grant development, facilitation, and reporting for Mental Health Court services and plays a key role in strengthening systems of care, improving outcomes for participants, and supporting the successful operation and sustainability of the Mental Health Court Division.

Essential Job Duties

Program Administration and Oversight:
  • Serve as program administrator for Mental Health Court services within Indian River County
  • Provide direct supervision and oversight of Mental Health Court Caseworkers, including workload management, performance expectations, coaching, and professional development
  • Develop, implement, and continuously improve operational processes to ensure effective care coordination and participant support
  • Oversee day-to-day program operations to ensure consistency, quality, and accountability
  • Develop and maintain program policies, procedures, and operational guidelines for the Mental Health Court Division in alignment with county standards and court requirements

Partnerships and Coordination:
  • Develop and manage memoranda of understanding and partnership agreements with service providers and community partners
  • Facilitate coordinated service delivery across behavioral health, housing, social services, and justice partners to support the continuum of care
  • Coordinate and facilitate regular meetings with Mental Health Court partners and stakeholders
  • Serve as a primary liaison between Community Services, the court system, and community-based service providers

Court and System Engagement:
  • Participate in Mental Health Court staffing and court proceedings as appropriate
  • Represent the program at relevant advisory groups, coordinating bodies, and interagency meetings
  • Collaborate with justice system partners to ensure alignment of services and court expectations

Grants Development, Management, and Reporting:
  • Identify, pursue, and support funding opportunities to sustain and expand Mental Health Court services, including state, federal, and local grants
  • Lead the development and writing of grant applications in coordination with Community Services leadership
  • Ensure grant funded activities align with approved scopes of work, program goals, and court requirements
  • Oversee implementation of grant funded initiatives and monitor timelines, deliverables, and compliance requirements
  • Prepare and submit required grant reports and performance updates to leadership and funders in a timely manner

Data, Performance Management, and Compliance:
  • Establish and monitor performance measures for Mental Health Court services and participant outcomes
  • Oversee collection, tracking, and analysis of participant and program data to support evaluation and reporting
  • Develop and maintain tracking tools and reporting processes to monitor outcomes and service delivery
  • Prepare regular performance summaries for Community Services leadership to support transparency and accountability
  • Identify operational risks and compliance concerns and elevate issues with recommended mitigation strategies
  • Ensure documentation, service delivery, and data practices meet audit, monitoring, and public accountability standards

Program Development and Quality Improvement:
  • Lead continuous quality improvement efforts to enhance Mental Health Court services and participant outcomes
  • Identify service gaps, system barriers, and opportunities for program improvement
  • Support development of new initiatives and enhancements aligned with community needs and strategic priorities

Staff Development and Support:
  • Provide coaching, guidance, and support to Caseworkers to promote high quality, consistent service delivery
  • Ensure staff receive appropriate training related to mental health, substance use, trauma informed care, and problem-solving court practices
  • Foster a collaborative, accountable, and professional team culture

Emergency Response and Special Assignments:
  • Perform other related work, including duties during weather or other extreme emergencies, as required

Typical Requirements

Education/Experience:
Bachelor's degree in psychology, social work, criminal justice, human services, public administration, or a closely related field from an accredited college or university. Master's degree preferred. Five (5) years of progressively responsible experience in mental health services, behavioral health systems, justice involved populations, or related human services work, including experience in program management, supervision, or system coordination. A comparable combination of education, training, and experience may be considered.
Licenses, Certifications, or Registrations:
Valid Florida Driver's License may be required depending on assignment.
Knowledge, Abilities, and Skills:
  • Knowledge of mental health and substance use service systems and problem-solving court models
  • Knowledge of systems of care and cross agency coordination practices
  • Knowledge of applicable laws, regulations, and confidentiality requirements
  • Ability to supervise staff and provide leadership, coaching, and accountability
  • Ability to build and maintain effective partnerships across multiple systems
  • Strong organizational, planning, and program management skills
  • Strong analytical and reporting skills, including data tracking and performance monitoring
  • Ability to communicate clearly and effectively in both oral and written formats
  • Ability to manage competing priorities in a complex, multi partner environment
  • Proficiency in computer applications and data tracking systems
