PURPOSE This position is responsible for directing and supervising all activities and personnel related to billing and coordinates with all departments and sections of the Association to provide the highest possible level of service to the Associations members.
ESSENTIAL FUNCTIONS OF THE POSITION 1. Provides leadership and directs the daily activities and the personnel assigned to the Associations Member Billing Department. Makes recommendations related to hiring, promotion, termination, etc., in accordance with Association policies.
2. Ensure adherence to all applicable federal and state regulations governing utility billing and payment practices, including compliance with NACHA operating rules for ACH transactions, PCI-DSS standards for credit card payments. Maintain current knowledge of regulatory requirements and industry standards related to lectronic payments, billing accuracy, late fees, member notifications, and refund procedures. Responsible for all assigned personnel, including meeting with each team member on a quarterly basis for coaching, coordinating training, establishing goals and objectives with appropriate criteria and monitoring performance progress. Works with employees to help resolve a wide variety of employee issues.
3. Responsible for the training of all Member Billing Representatives I, II and IIIs.
4. Interfaces with all other Association departments to ensure smooth delivery of all Association services.
5. Oversee the proper handling of all billing processes, account adjustments, account refunds, memberships and deposits, member inquiries and the accuracy and maintenance of member records.
6. Supervises and approves the processes and maintenance of all electronic payment systems.
7. Oversee the process for requests of early retirement of capital credits to estates. Ensures the accuracy of member's capital credit holding accounts.
8. Participates in the annual capital credit allocation and general retirement processes; coordinates appropriate follow-up relating to member files, balancing and maintenance.
9. Handles unusual paperwork and process issues. Reviews and fixes billing and metering problems and helps members with related credit concerns. Oversee the resolution of member concerns and misunderstandings; ensuring accurate information is provided to members.
10. Prepares and supervises the maintenance of all billing schedules and calendars.
11. Assists with the electronic meter reading system and troubleshooting as necessary.
12. Assists the Senior Member Relations Manager with budgeting, planning, monthly board reports, Annual Meeting and other special projects.
13. Assists the financial auditors with the yearly audit.
14. This position serves as backup for other supervisory positions in Member Relations as needed.

ESSENTIAL POSITION REQUIREMENTS Qualified candidates are required to have:
- A t least two (2) years of college directly related to business administration.
- Three (3) years progressively responsible utility or business-related applications experience. Additional education may be considered in lieu of a portion of the experience requirements.
- A valid drivers license and a driving record, which is acceptable by the Associations Driving Policy and insurable by the Association and the Associations insurance carrier at standard group rates.
Preference will be given to candidates with:
- Three (3) years of Supervisory Experience.
- Bachelors degree.

EMPLOYMENT STATUS This position is classified as an exempt, non-represented position; and therefore, is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
