Introduction

The Loudoun County Sheriff's Office is looking for a full-time Medical Director to join our team. The position is located within the Corrections Division at the Loudoun County Adult Detention Center.

Job Summary

Under the administrative direction of the Loudoun County Sheriff's Office, Corrections Division Commander, the Medical Director provides independent clinical oversight, quality assurance, and regulatory compliance monitoring for all healthcare services delivered within the Adult Detention Center (ADC). As a member of the Division leadership team, this position assists in determining the Division's strategy regarding the type and quality of healthcare services, service delivery models, clinical system design, and healthcare resource planning; provides leadership and coordination for integrated correctional healthcare services, including medical, psychiatric, behavioral health, and substance use disorder treatment services; liaises with community partners; and monitors and evaluates the delivery of constitutionally adequate medical, mental health, and substance use disorder services within a secure correctional environment. This position oversees and monitors contracted medical, psychiatric, behavioral health, and related healthcare services provided within the Adult Detention Center; actively participates in the Division's quality assurance and quality improvement processes; participates in utilization management and healthcare resource review processes; assists in the development and coordination of healthcare-related training for Sheriff's Office personnel; identifies trends and gaps in the continuum of health care; and monitors and evaluates whether established systems and processes are operating in compliance with applicable licensure requirements, correctional healthcare standards, accreditation standards, and applicable federal, state, and County laws, regulations, policies, and procedures.

This position is not intended to direct the day-to-day clinical operations of contracted healthcare providers, but instead serves as the Sheriff's Office's independent physician advisor and is responsible for ensuring that correctional healthcare services are clinically appropriate, constitutionally adequate, fiscally responsible, and consistent with accepted correctional healthcare standards. The position may also provide administrative oversight and professional guidance to Sheriff's Office medical personnel assigned to the Division.

The Medical Director is a licensed physician (MD or DO) who serves as the Sheriff's Office's senior medical advisor for correctional healthcare. The position provides independent clinical oversight, medical consultation, quality assurance, utilization management, regulatory compliance monitoring, and strategic healthcare leadership for medical services provided within the Adult Detention Center. The Medical Director functions independently of the contracted healthcare provider and serves as the Sheriff's Office's medical authority regarding correctional healthcare systems, policy, quality improvement, and constitutional standards of care.

Essential Job Functions

• Practices under an unrestricted medical license and provides independent medical oversight, consultation, quality assurance, utilization review, and clinical guidance regarding healthcare services delivered within the Adult Detention Center. Maintains all required professional licensure, certifications, and continuing medical education necessary to practice medicine in the Commonwealth of Virginia. Direct patient care may be provided on a limited basis when necessary to support operational needs, quality assurance activities, emergency response, or other correctional healthcare priorities; however, it is not the primary function of the position.
• Manages contracts according to County and Department contracting procedures and guidelines; maintains contract documentation and document compliance.
• Manages and approves Division projects; develops and monitors project status reporting; determines feasibility of projects relative to resources; and uses project implementation and management methodology.
• Supports the development of culture that values and motivates staff and engenders the trust and confidence of the public, the Board of Supervisors, and County leaders.
• Monitors local, state, and national social indicators to identify service delivery gaps and trends; conducts research to evaluate gaps in service delivery; and identifies and reports results and recommendations for improvements and best practices.

Hiring salary will be commensurate with experience.
Minimum Qualifications

Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) with completion of an approved residency; four (4) years of progressively responsible clinical, administrative, or executive healthcare leadership (experience may be inclusive of residency and fellowship) in a comparably sized public or private organization, preferably with experience in one or more of the following: correctional healthcare, hospital medicine, emergency medicine, public health, healthcare administration, medical leadership, or other comparable healthcare executive leadership experience.

Job Contingencies and Special Requirements

Screening Questionnaire and County employment application, in-person interview(s), and an intensive background investigation to include fingerprinting, credit check, driving record, and polygraph examination.
Possession of, or the ability to obtain, a current unrestricted license to practice medicine in the Commonwealth of Virginia as either a Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO). Current board certification, or board eligibility within the allowable certification period, in Internal Medicine, Family Medicine, Emergency Medicine, or Preventive Medicine through an American Board of Medical Specialties (ABMS) recognized board.
Applicants who are board-eligible must obtain board certification within three (3) consecutive examination cycles following appointment. Possession of a current Drug Enforcement Administration (DEA) registration. Current Advanced Cardiovascular Life Support (ACLS) certification.
