This position is responsible for managing the statewide training activities of the Quality & Instruction (Q&i) unit within Medicaid's, Member Services Division (MSD). The Medicaid Program Manager is responsible for promoting and facilitating enrollment and retention in the Louisiana Children's Health Insurance Program (LaCHIP) and all other Medicaid programs throughout the statewide MSD. This is a highly responsible management position that ensures delivery and development of the statewide MSD's instructional and quality assurance components while simultaneously ensuring compliance and adherence to CMS requirements and providing an enhanced member services experience.

Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:
This position is responsible for managing the statewide technical activities of the Quality & Instruction (Q&I) Unit within Medicaid's Member Services Division (MSD). The incumbent is responsible for promoting and facilitating enrollment and retention in the Louisiana Children's Health Insurance Program (LaCHIP) and Medicaid programs through the statewide MSD. This is a highly responsible management position that ensures the technical components of the MSD resulting in adherence to CMS requirements and enhanced member service experience.

  • Responsible for maintaining and ensuring compliance with policy and procedure to include standard operating procedures (SOP) and temporary operating procedures (TOP).
  • Collaborate with Medicaid Communication and Eligibility Procedures units to develop and refine written materials, including SOPs, TOPs, policies, unit specific procedures, correspondence templates, and training documents.
  • Plans and directs studies and special projects pertaining to member services with goals of meeting or exceeding industry standards, meeting or exceeding national quality standards, staying up-to-date on technology, identifying potential deficiencies or system errors, and enhancing the overall member service experience.
  • Responsible for conducting routine quality assurance audits then reviewing and analyzing findings to disseminate meaningful reports to trend member service quality and instructional data.
