Full Job Description
POSITION SUMMARY:

This position will support the Galena Park Marine Terminal, supervising the facility's Mechanical Integrity (MI) team and efforts to ensure overall safety, compliance, and equipment reliability. This includes direct supervision and coordination of fixed equipment inspections and maintenance per applicable API codes and Targa's corporate MI Plan. The MI Superintendent will directly supervise Targa inspectors and be responsible for contracting and coordinating supplementary external MI resources as needed. By working closely with the HAA MI Manager, the GPMT MI Superintendent will support GPMT management by improving and directing API-based activities at Galena Park. This also includes participating in internal/external MI related audits, risk surveys, PHAs, and MOCs. This role is essential to ensuring the continued safe and reliable operation of the Galena Park facility and of Targa's entire value chain.

JOB FUNCTIONS AND KEY RESPONSIBILITIES:
• Develop, implement, and maintain Mechanical Integrity (MI) inspection plans for all fixed equipment
• Coordinate regular inspections of fixed equipment to identify potential safety hazards, and develop corrective action plans as needed
• Maintain the MI database (PCMS) of equipment histories, including inspection and repair records
• Lead, guide, and train the facility's team of API Inspectors responsible for the inspection and maintenance of fixed equipment
• Ensure that all repairs, maintenance, and modifications to fixed equipment are carried out safely, efficiently in compliance with applicable industry standards/codes, with minimal disruption to plant operations
• Provide technical expertise and support to other departments, including operations, maintenance, and engineering, on matters related to fixed equipment and MI
• Participate in incident investigations related to fixed equipment and develop recommendations for corrective action to prevent future incidents
• Develop and manage budgets for MI programs, including expenses related to inspections, testing, and repairs
• Possess knowledge of codes, standards, and regulations related to refining, petrochemical, or downstream energy business
• Provide technical support to engineering projects team on capital projects;
• Provide oversight of fixed equipment installation, troubleshooting, repair, and startup activities
• Ability to follow and adhere to all applicable safety regulations including, but not limited to, Targa's processes and procedures, Site Specific Rules, State and Federal regulations
• Auditory attention and hearing sensitivity is required, as candidates must possess the ability to distinguish various sounds that serve as key maintenance and safety indicators
• Perform other work-related duties as needed

MINIMUM ESSENTIAL QUALIFICATIONS:
• Bachelor of Science in Mechanical Engineering or an Equivalent Engineering Degree from a 4-year accredited University
• Minimum 5 years of experience in the refining, petrochemical, or midstream process industries
• Knowledge of applicable industry codes, including API 510, API 570, API 580, API 581, API 653, and ASME Section VIII Div 1, B31.3 as well as API 579/ASME FFS
• Strong knowledge of PSM/PHA methodologies and best practices
• Experience with supervising or leading teams
• Experience in
• Experience working with Plant Condition Monitoring System (PCMS) as the Integrity Data Management System (IDMS) or similar IDMS software
• Experience with Maximo or other computerized maintenance management system
• Ability to read P&IDs efficiently. Ability to read isometric drawings of both piping systems and pressure vessels
• Demonstrated knowledge of non-destructive examination techniques and the ability to determine appropriate inspection methods based on applicable damage mechanisms, failure modes and equipment service conditions.
• Possess or ability to acquire training in metallurgy
• Possess or ability to acquire training in corrosion
• Proficient in Microsoft Office Products, including Word and Excel
• Ability to interface effectively with all levels within the company as well as organizations outside the company
• Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines
• Interpersonal communication skills are required to interface with all affected crafts, personnel, contractors, and customers
• Ability to work self-sufficiently given direction and resources
• Ability to think critically, solve problems independently and exercise excellent judgment and common sense
• Valid driver license required
• Valid TWIC card required
• Regular and reliable attendance is required

PREFERRED QUALIFICATIONS:
• 5-10 years of experience in the refining, petrochemical, or midstream process industries
• Experience with heat exchangers, piping systems, tanks, and process vessels
• Experience with marine facilities
• Experience with Power BI
• Experience with Microsoft Project
• Strong communication and interpersonal skills with the ability to act as a resource for providing customer service in a courteous manner and work effectively with diverse groups of people at various levels within an organization. Writing skills are sufficient to compose and edit a variety of documents using correct spelling, grammar, and punctuation, with the ability to pay close attention to detail and proofread work carefully
• Ability to work accurately, with interruptions, to meet deadlines
• Ability to work in a flexible way that allows for changes in assignments and priorities depending upon identified needs of the unit
• Good organizational, time management, customer service and problem-solving skills and the ability to work accurately and meet deadlines with frequent interruptions. Organizational skills sufficient to prioritize work and complete assignments accurately, either independently or as part of a team, under the pressure of completing deadlines with frequent interruptions. Ability to work autonomously following direction, policies, or procedures. Ability to use analytical and decision-making skills to recommend options and resolve problems in a variety of contexts

PHYSICAL DEMANDS:
• Ability to lift, push, and pull 50 pounds
• Ability to work in changing climate conditions and a plant environment
• Able to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing
