Description

DEFINITION

Under direction, plans, supervises, and reviews the work of staff performing mechanical and electrical maintenance and repair for water and wastewater equipment and facilities; oversees maintenance schedules for mechanical/electrical equipment; makes recommendations for action, develops procedures, and assists in policy and budget development and implementation; performs related duties as required.

CLASS CHARACTERISTICS

This is the first line supervisory level in mechanical and electrical maintenance work, responsible for overseeing the operation of the District mechanical and electrical department, including supervising all staff, enforcing policy, and using independent judgement to determine appropriate course of action.

SUPERVISION RECEIVED AND EXERCISED

This position is supervised by the Mechanical Maintenance Manager. This position is responsible for and supervises all functions of the Mechanical/Electrical department.

Essential Functions

Essential functions include, but are not limited to, the following:

  • Plans, assigns, supervises, reviews, and evaluates the work of assigned staff; provides training and development; supports District values by fostering teamwork, trust, respect, and integrity; selects staff, participates in discipline and performance management issues; writes performance appraisals; reviews work for accuracy and compliance with department standards; studies and standardizes procedures to improve department efficiency; ensures high level of safety, professionalism, and customer service; assists staff in resolving problems; ensures safe work methods are followed; enforces policy; relays information from management to employees;
  • Oversees Mechanical/Electrical department scheduling and projects related to mechanical and electrical installation, repair, upgrades, and maintenance of water/wastewater equipment and facilities; coordinates with District departments, contractors, and outside agencies; reviews project plans and drawings, recommends field modifications based on operational conditions, inspects projects during work and upon completion, and provides technical advice and assistance on operational problems and unusual situations; may perform permit-required confined space entries;
  • Estimates time and material costs; requisitions supplies and equipment; enters, monitors, reviews, and approves data submitted on paper and in CMMS, asset management, and GIS systems; analyzes entries to identify trends related to the department workload; ensures accurate timely processing, reporting, and compliance; collaborates with Asset Management on department CMMS procedures;
  • Responds to emergencies, both in person and by telephone; assists staff and monitors progress of emergency repairs during and after regular business hours; assesses and notifies manager of emergency work affecting the public or other department operations;
  • Maintains records and prepares reports and memoranda related to work performed, materials and equipment utilization, equipment functionality, and daily and monthly operations; responds to questions, complaints, and emergency situations from the public, outside agencies, and District personnel as needed.
  • Regularly operates computers and standard office software and equipment; monitors budget expenditures and provides recommendations to managers/directors on budget planning;
  • Performs duties in a timely professional manner and works well with others or in a team setting; establishes and maintains cooperative working relationships;
  • Regular attendance and adherence to prescribed work schedule to conduct job responsibilities;
  • Performs other duties as assigned.

  • Principles, materials, methods, tools, and equipment used in the installation, maintenance, repair, and operation of mechanical/electrical equipment associated with water distribution systems, wastewater collection systems, and reclamation plant facilities;

  • Relevant occupational health and safety regulations and guidelines; safe work methods and safety practices related to the work;
  • Computer applications related to the work, including CMMS software.

  • Plan, direct, manage, and coordinate mechanical/electrical work & projects on water and wastewater equipment and facilities, including prioritizing, assigning, and monitoring staff tasks.

  • Communicate clearly and concisely, both orally and in writing; maintain timely and effective communication;
  • Establish and maintain effective working relationships with those contacted in the course of work;

  • Read and interpret plans, maps, specifications and/or manuals; understand, explain, and apply policies and procedures.
  • Operate and maintain a variety of tools/equipment; learn and operate computers and standard office & CMMS software.

Education & Experience

Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be high school graduation or equivalent, and four years of experience performing mechanical and/or electrical repairs and maintenance on large capacity pumps and motors, which included at least 1 year performing lead-level duties. Experience repairing and maintaining mechanical and/or electrical equipment for water distribution or wastewater collection systems is highly preferred. Prior supervisory experience is highly preferred.

Licenses, Certificates, and Special Requirements

  • Possession of, or ability to obtain, a Class C California driver's license, and a satisfactory driving record.
  • Possession of a State Water Resources Control Board (SWRCB) Water Distribution Grade 2 (D2) is required.
  • Possession of California Water Environment Association (CWEA) Mechanical Technologist Grade 3 OR Electrical/Instrumentation Technologist Grade 3 is preferred.
