Job Description

Turner & Townsend are looking for an experienced Mechanical Cost Manager / Estimator to support the delivery of a large-scale, multi-phase advanced manufacturing construction program in North Phoenix, Arizona. This role will be involved in the cost management of highly complex facilities, utility infrastructure, process systems, and mechanical construction scopes as part of one of the largest ongoing construction developments in the United States.

In this position, you will act as the key day-to-day client interface, ensuring client objectives are met through the delivery of a value-added cost management service.

To be successful in this role, you must have strong communication skills and be comfortable operating in a client-facing environment. The ideal candidate will be self-motivated, driven, and able to work independently as well as part of a team. In this significant position, you will be responsible for providing leadership and direction while embedding and promoting the purpose, values, and vision of Turner & Townsend.

Responsibilities:
  • Lead mechanical cost management, estimating, quantity surveying, and change management activities throughout the project lifecycle.
  • Develop and maintain cost plans, budgets, forecasts, and cash flow projections for large-scale advanced manufacturing construction projects.
  • Review design documentation and collaborate with engineering, design, and construction teams to evaluate cost impacts and identify value engineering opportunities.
  • Prepare, review, and reconcile cost estimates through all phases of design and construction.
  • Estimate, evaluate, and negotiate change orders while ensuring accurate change control and cost reporting.
  • Coordinate and validate contractor pricing, supplier quotations, subcontractor proposals, and quantity takeoffs.
  • Perform cost checks, audits, valuations, and benchmarking to ensure budget accuracy and cost certainty.
  • Lead cost impact assessments, contingency analysis, risk tracking, and commitment management for mechanical scopes.
  • Manage mechanical cost activities associated with HVAC systems, cleanrooms, process piping, process cooling water systems, utility infrastructure, and other mission-critical mechanical systems.
  • Evaluate the cost impact of design development, procurement activities, and scope growth on overall project budgets.
  • Monitor labor market conditions, material pricing, and supply chain trends to identify potential cost and schedule risks.
  • Prepare monthly cost reports, executive summaries, and client-facing presentations.
  • Review contractor and subcontractor pricing and support commercial negotiations to achieve fair and competitive outcomes.
  • Ensure final accounts are negotiated and agreed upon in a timely manner.
  • Compile and maintain historical cost data, benchmarking information, and lessons learned for future projects.
  • Utilize company systems and delivery methodologies to manage project financial performance, reporting, and resource planning.
  • Demonstrate leadership and service excellence while promoting Turner & Townsend's values, culture, and commitment to client success.
  • SOX control responsibilities may form part of this role and must be adhered to where applicable.


Qualifications

  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering, or a related field, or equivalent combination of education and experience.
  • 3+ years of cost management, quantity surveying, estimating, or commercial management experience within the construction industry.
  • Experience supporting large-scale industrial, manufacturing, mission-critical, advanced technology, pharmaceutical, semiconductor, data center, or similar complex construction projects.
  • Strong mechanical construction knowledge, including experience with HVAC systems, process piping, utility infrastructure, mechanical equipment, and related building systems.
  • Demonstrated experience preparing estimates, cost plans, change orders, valuations, and cost reports throughout the project lifecycle.
  • Experience reviewing contractor and subcontractor pricing, negotiating change orders, and managing commercial risk.
  • Proficiency with cost management and quantity takeoff tools, including Excel, Bluebeam, PlanSwift, CostX, or similar platforms.
  • Strong analytical, organizational, and communication skills with the ability to effectively engage with clients, contractors, and project teams.
  • Ability to work independently in a fast-paced project environment and manage multiple priorities simultaneously.
