In the Deputy Directors absence, the incumbent acts with full authority for the MCTF portfolio, representing the Directorate in Headquarters-level working groups, budget reviews, and coordination with internal and external stakeholders.
Serves as the single point of accountability for integration across the MCTF portfolio, ensuring Combat Power Preservation, Outreach and Support, SAPR, and WARR/Semper Fit function as a unified prevention and readiness capability rather than as independent programs.
Directs or Leads Operational Planning Teams (OPTs) addressing structural, policy, and governance questions affecting the portfolio.
Advises the Deputy Director, MCTF on the operational and administrative status of all branches, briefing risks, shortfalls, and resourcing needs in time to support decision-making.
Represents MCTF at Department of War and Service-level meetings, working groups, and boards when the Deputy Director is unavailable, articulating the Directorates position and negotiating solutions that align with strategic objectives.
Coordinates with other MF divisions, M&RA staff, and external stakeholders, including Navy and Department of War counterparts, on matters affecting the MCTF portfolio.
Drafts and reviews policy, decision briefs, and correspondence on behalf of the Deputy Director on portfolio-wide issues, ensuring alignment with current governing directives and pending policy revisions.
Exercises full supervisory authority over the civilian branch heads within MCTF. Assigns, plans, and reviews the work of subordinate branch heads, setting priorities and deadlines consistent with MCTF and Division objectives. Evaluates the performance of subordinate branch heads and approves or disapproves leave. Provides input on selection of branch heads, and hears and resolves employee grievances and complaints.
Exercises seasoned analytical ability, judgment, and discretion, applying a thorough knowledge of management principles and program analysis to continuously evaluate the accuracy, effectiveness, and integration of MCTF branch operations. Plans, oversees, and conducts analyses of current and projected programs to identify overlapping mandates, mission gaps, and resourcing conflicts across the portfolio. Analyzes and evaluates data from diverse sources, performing complex qualitative and quantitative analysis. Consults with branch heads, subject matter experts, and representatives of sister services and stakeholder organizations to identify significant factors, relationships, and patterns.
Develops, coordinates, and submits program requirements and resource needs for assigned MCTF programs and initiatives in support of the Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM), Current Year Deficiency (CYD), and other budget and resource requirements. Works with program managers, branch leadership, and stakeholders to identify, prioritize, and articulate current and future resource requirements, including personnel, equipment, contracts, and other programmatic needs. Develops supporting justification and documentation to communicate program requirements and priorities, and coordinates submissions with the Budget Branch for review, validation, and incorporation into applicable budget and programming processes.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments and conduct or attend conferences and meetings.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.

EVALUATIONS:
QualificationsFive (5) years of specialized experience demonstrating comprehensive knowledge of Marine Corps organizational structure, mission, and operational environment; extensive knowledge of Marine and Family Programs, behavioral health programs, prevention, resilience, Total Fitness, and related policies and initiatives; and knowledge of Department of War, Department of the Navy, and Marine Corps policies and requirements applicable to strategic planning, program integration, and enterprise-level oversight. Demonstrated experience in strategic program management, planning, programming, budgeting, and resource management; developing, implementing, and assessing complex programs and initiatives; identifying emerging requirements, risks, and trends; and developing solutions to organizational challenges. Ability to interpret and integrate congressional direction, Executive Orders, Department of War and Department of the Navy guidance, and Marine Corps policy into program planning and execution while balancing mission requirements and resource constraints. Demonstrated ability to coordinate across organizations and functional areas, establish priorities, develop program requirements, and communicate effectively with senior military and civilian leaders.
