If you seek a rewarding, high-profile and challenging position supporting projects for the U.S. Navy, Serco has an exciting opportunity for you! This position supports Team Submarine and theSubmarine Industrial Base (SIB) Supply Chain organization, directly contributing to national defense by strengthening the industrial base required to build and sustain the U.S. Navy's submarine and weapons systems.

In this role, you will serve as aMarketspace Project Manager for Engineered & Fabricated Partsworking at the center of supply chain risk identification, supplier engagement, and industrial base stabilization efforts. You will collaborate with Navy program offices, shipbuilders, and suppliers to improve capacity, reduce lead times, and mitigate systemic risks impacting submarine production.

This position is contingent upon your ability to obtain and maintain a DoW Secret security clearance.

Team Submarine Overview

Team Submarine's Submarine Program Offices are responsible for the acquisition and lifecycle management of the U.S. Navy's submarine fleet, including theCOLUMBIA Classprogram-a major defense acquisition effort of significant national importance.

TheSubmarine Industrial Base (SIB) Supply Chain teamplays a critical role in enabling the Navy's1 Columbia + 2 Virginia-class submarine production goalby addressing supply chain constraints, strengthening supplier performance, and investing in industrial base capabilities.

In this role, you will:

Marketspace Ownership & Strategy
  • Lead the Engineered & Fabricated Parts Marketspace strategy supporting submarine construction and sustainment.
  • Maintain continuous Marketspace Health Assessments using supply chain performance, demand, capacity, quality, financial and industrial base data.
  • Identify systemic risks, sole-source dependencies, manufacturing bottlenecks and long-lead constraints affecting submarine production.
  • Develop and execute marketspace strategies that improve industrial base resilience through supplier expansion, alternate sourcing and targeted investments.
  • Direct supplier diagnostic assessments utilizing Value Stream Mapping, Capacity Analysis, RCCP, Spaghetti Diagrams, Gemba Walks and operational assessments.
  • Lead development of Supplier Development Fund (SDF) investment recommendations and validate projected ROI through measurable production improvements.
  • Coordinate supplier intervention efforts with shipbuilders, NAVSEA Program Offices and industry partners to improve delivery performance, first-pass yield, throughput and capacity.
  • Utilize Foundry, SCIPR, shipyard procurement data, supplier surveys and industrial analytics to identify emerging risks and develop executive recommendations.
  • Develop executive briefings, decision memorandums and strategic communications for Flag Officers, SES leadership and SIB Executive Leadership.
  • Compose additional memoranda, reports, and other documentation highlighting project steps and status for regular meetings with the customer.
  • Coordinate cross-functional teams supporting engineering, manufacturing, logistics, acquisition, contracting and industrial base modernization.
  • Provide technical and managerial leadership to multidisciplinary project teams.
  • Develop marketspace performance metrics and dashboards supporting data-driven investment decisions.
  • Provide technical leadership supporting STORM framework implementation and continuous refinement of marketspace methodologies.
  • Support SIB strategic initiatives including supplier activation, marketspace diagnostics, industrial base audits and supply chain performance measurement.
  • Mentor junior Marketspace Analysts and Project Managers while establishing best practices across the SIB Supply Chain organization.
  • Ensures training of all Supply Team members and instructs them on customer's methods, procedures, and standards.
  • Reviews employee schedules.
  • Serve as the senior technical advisor for the Engineered & Fabricated Parts Marketspace supporting enterprise-level industrial base planning.


To be successful in this role, you will have:
  • The ability to obtain and maintain a DoW Secret security clearance.
  • A Bachelor of Science in Engineering (Mechanical, Industrial, Manufacturing, Systems, Electrical or related engineering discipline).
  • 8 years of progressively responsible experience in engineering, manufacturing, industrial operations, supply chain management, or defense acquisition.
  • To demonstrate experience leading cross-functional teams and large industrial modernization initiatives.
  • Experience performing supplier assessments, manufacturing diagnostics and industrial capacity analyses.
  • Experience supporting NAVSEA, DoD acquisition programs, shipbuilding or complex manufacturing environments.
  • Strong knowledge of Lean Manufacturing, Theory of Constraints, Six Sigma and continuous improvement methodologies.
  • Exceptional executive briefing and technical communication skills.
  • Works with minimal supervision with wide latitude for independent judgment.
  • The ability to travel up to 10%.


Preferred Qualifications:
  • Master's Degree in Engineering, Operations Management or Supply Chain Management.
  • Professional Engineer (PE), PMP, Lean Six Sigma Black Belt or ASQ certification.
  • Experience supporting the Submarine Industrial Base (SIB), NAVSEA, PEO Submarines or PEO UWS.
  • Experience with Supplier Development Fund (SDF), industrial base investment planning and supply chain risk management.
  • Experience utilizing enterprise data platforms such as Foundry, SCIPR or equivalent industrial analytics tools.
