What you will do:

We are looking for a MARKETPLACE PRODUCT ANALYST who can help shape our vision and support our mission. Here is what the position will look like.
  • Support the design, development, implementation, and maintenance of Marketplace health plan products.
  • Conduct market research, competitive analyses, and product performance evaluations to identify opportunities for product enhancements and growth.
  • Analyze enrollment, membership, financial, and operational data to support strategic product recommendations.
  • Assist in evaluating product benefit designs, cost-sharing structures, premium rates, network strategies, and regulatory impacts.
  • Monitor industry trends, CMS guidance, state regulatory updates, and competitor activity affecting Marketplace products.
  • Develop reports, presentations, and recommendations for leadership and cross-functional stakeholders.
  • Support state Department of Insurance and Marketplace filing processes, including Connect for Health Colorado and CMS requirements.
  • Coordinate collection and review of filing materials from internal business partners and external vendors.
  • Assist with development, maintenance, and validation of filing documentation.
  • Maintain filing schedules and track submission milestones to ensure compliance with state and federal deadlines.
  • Maintain working knowledge of the System for Electronic Rate and Form Filing (SERFF).
  • Collaborate with operations teams to validate product configuration across enrollment, sales, and administrative platforms.
  • Participate in benefit, rate, and plan configuration testing.
  • Review product setup and perform quality assurance validation prior to implementation.
  • Assist in developing operational readiness materials and implementation documentation.
  • Support annual product launch timelines and cross-functional readiness activities.
  • Monitor regulatory requirements related to:
    • Affordable Care Act (ACA)
    • Qualified Health Plans (QHPs)
    • Essential Health Benefits (EHBs)
    • Actuarial Value (AV) requirements
    • CMS marketplace regulations
    • State insurance regulations.
  • Identify process improvement opportunities and recommend enhancements to filing, product management, and compliance workflows.
  • Support audits, regulatory exams, and compliance reviews related to Marketplace products.
  • Maintain documentation, procedures, and product governance materials.


What you will bring:

Education: A bachelor's degree in business administration, Health Administration, Economics, Finance, Public Health, or a related field is required.; or an equivalent combination of education and experience can be substituted in lieu of the degree.

Experience: 2 years of experience in health insurance product development, product management, healthcare consulting, regulatory affairs, business analysis, or related healthcare fields. Experience working with ACA Marketplace, Individual, or Commercial health insurance products preferred.

Knowledge, Skills, and Abilities: Familiarity with ACA Marketplace regulations and Qualified Health Plan requirements. Working knowledge of health insurance product design, benefit structures, and regulatory filing processes. Experience or familiarity withSERFFand state insurance filing requirements. Demonstrated experience supporting cross-functional projects and managing competing priorities. Experience analyzing data and developing actionable business recommendations. Ability to interpret complex regulatory requirements and translate them into actionable business recommendations. Experience with project management, reporting, and data visualization tools preferred. Demonstrates support for the company's mission, vision and values. Position requires excellent written and verbal communication skills. Must be proficient in Microsoft office applications (Word, Excel, PowerPoint, Outlook, SharePoint) with ability to work with a variety of project management tools. May be required to manage multiple priorities and projects with tight deadlines.

Licenses/Certifications: A valid driver's license and proof of current auto insurance will be required for any position requiring driving.

Pay, Perks and Benefits at Colorado Access:

The compensation for this position is $86,000.00 - $107,500.00 annually. Colorado Access has provided a compensation range that represents its good faith estimate of what Colorado Access may pay for the position at the time of posting. Colorado Access may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate's sex or any other protected status.

This position will be a hybrid model work environment, a blend of 'In-Office' and 'Remote.'
