Principal Marketing Specialist/Senior Marketing Specialist

OCTA is seeking an experienced marketing professional to develop and execute innovative, integrated marketing programs that increase awareness, engagement, and use of OCTA programs and services.

The Senior Marketing Specialist leads and manages marketing campaigns and programs with an emphasis on research, strategic planning, execution, promotion, and evaluation. The Principal Marketing Specialist provides broader strategic leadership for complex marketing initiatives, partner marketing, business and community outreach, and cross-channel programs.

This recruitment may be filled at either the Senior Marketing Specialist or Principal Marketing Specialist level based on the selected candidate's experience and qualifications.

Marketing Specialist, Senior - This is an exempt position in salary grade 190: Min $87,484.80 - Mid $103,937.60 - Max $120,369.60/year. The starting salary will be within this range based on qualifications.

Marketing Specialist, Principal - This is an exempt position in salary grade 200: Min $96,449.60 - Mid $114,587.20 - Max $132,704.00/year. The starting salary will be within this range based on qualifications.

This position will remain open until a candidate is selected.

What You'll Do

  • Develop and execute integrated marketing, advertising, promotional, and outreach campaigns that increase awareness and use of OCTA services
  • Develop strategic marketing plans based on research, market trends, customer insights, and organizational priorities
  • Lead development of creative campaigns and coordinate with internal teams, consultants, agencies, and media partners
  • Build strategic partnerships with businesses, cities, community organizations, and other stakeholders
  • Plan and implement marketing outreach, public meetings, ambassador programs, and special initiatives
  • Develop scopes of work, procure marketing services, evaluate proposals, and manage consultants and contracts
  • Manage project schedules and budgets to ensure marketing initiatives are delivered on time and within budget
  • Measure campaign effectiveness, engagement, and return on investment and recommend strategies for continuous improvement
  • Prepare reports, presentations, marketing materials, and public information content
  • Collaborate across OCTA to develop creative solutions that support transportation programs and services

What We're Looking For

Senior Marketing Specialist

  • Bachelor's degree in business, marketing, communications, or a related field, or an equivalent combination of education and experience
  • Minimum of five years of professional marketing experience, including marketing, promotions, and special events; transportation industry experience preferred
  • Demonstrated ability to market and promote products, services, or concepts to diverse audiences
  • Experience developing campaigns, managing vendors or consultants, analyzing market data, and monitoring budgets
  • Strong writing, presentation, project management, and collaboration skills
  • Professional proficiency in reading, writing and presenting


Principal Marketing Specialist

  • Bachelor's degree in marketing, communications, public relations, public or business administration, transportation, or a related field, or an equivalent combination of education and experience.
  • Minimum of seven years of related professional marketing experience, including marketing, promotions, and special events; transportation industry experience preferred
  • Demonstrated experience leading complex, integrated marketing programs and strategic initiatives
  • Experience developing business and community partnerships and leading outreach strategies
  • Strong experience managing consultants, contracts, budgets, project timelines, and campaign performance
  • Ability to provide leadership and guidance to staff and collaborate effectively with senior management and cross-functional teams
  • Strong strategic, analytical, communication, and presentation skills
