The Office of Manufactured Housing Programs (OMHP) is located within the Office of Housing and has a mission to protect, preserve, and promote the quality, durability, safety, and affordability of manufactured homes throughout the United States. OMHP protects the health and safety of manufactured home residents through the enforcement of the federal manufactured home construction and safety standards, installation standards, and the administration of dispute resolution between manufacturers, retailers, and installers. As authorized by the National Manufactured Housing Construction and Safety Standards Act of 1974, HUD enforces standards both directly and through state agencies; inspects factories and retailer lots; regulates installation; administers dispute resolution; establishes and collects fees for each home built; authorizes a certification label for each section of a compliant home; pursues civil or criminal penalties for violations of the Act; and oversees the Manufactured Housing Consensus Committee.
As a
Manufactured Housing Prog Pol Spec, you will:
- Perform a variety of professional and technical duties as it relates to manufactured housing programs, regulations and statutory requirements and program support operations.
- Provide manufactured housing program support and assistance in the analysis and development of policy, legislation and research for manufactured housing programs and regulatory requirements.
- Initiate and provide leadership, coordination technical advice, guidance and interpretation of policies and procedures for manufactured housing programs and monitoring, compliance, and inspection requirements for Headquarters, field office staff and affected members of the general public. Monitor and evaluate agency operations to ensure that policies and standards are maintained, up-to-date and ensure compliance with respective guidance and procedures. Interpret statutory requirements, administrative policies, as well as procedures and methods of program analyses and translate them into instructions for the federal program, state agencies, and industry stakeholders.

Conditions of employmentThe official duty station for this position will be in
Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
Key Requirements:- Must be U.S. Citizen or U.S. National.
- A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.

QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service
. Specialized Experience for this position includes one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes all of following:
- Applying established and systematic process-improvement methods to analyze, interpret, and implement technical guidance on HUD housing policies, regulations, and procedures to achieve efficiency gains and cross-organization coordination; AND
- Evaluating the impacts of proposed federal actions and coordinating with technical experts to develop practical mitigation strategies; AND
- Experience in public-speaking and presenting federal program guidance, regulations, and policies to diverse public-facing audiences; AND
- Developing and building strategic relationships with leaders across organizational boundaries to influence outcomes at an executive level.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following
time-in-grade requirement, if applicable:
For the
GS-14 you must have been at the
GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
