Manager, Workforce Partnership Development

The Manager, Workforce Partnership Development leads the development, implementation, and continuous improvement of workforce partnership strategies and initiatives that strengthen talent pathways and advance organizational workforce priorities across the State of Florida. This role is responsible for managing statewide partnerships, programs, and outreach strategies that align workforce development efforts with business needs, regional opportunities, and community impact goals.

This position collaborates with educational institutions, community organizations, workforce partners, employers, and internal stakeholders to expand access to healthcare careers, enhance program effectiveness, and support scalable workforce solutions. The Manager represents Nemours across Florida and in national forums, leveraging data, labor market insights, and stakeholder feedback to inform planning, strengthen execution, and ensure workforce partnership initiatives deliver measurable outcomes.

Responsibilities:
  • Lead the planning, execution, and continuous improvement of workforce partnership initiatives that advance organizational talent priorities across the State of Florida.
  • Provide leadership, direction, and performance oversight for the Workforce Partnership Development team and support staff, fostering staff development, accountability, and alignment with departmental and organizational goals.
  • Develop and sustain strategic partnerships with educational institutions, community-based organizations, workforce boards, employers, and government agencies to expand and strengthen workforce pathways statewide.
  • Manage a statewide portfolio of workforce partnership programs, ensuring alignment of goals, timelines, resources, and outcomes across regions and stakeholder groups.
  • Analyze workforce data, labor market trends, and program performance metrics to inform strategic planning, identify opportunities, and support evidence-based decision-making.
  • Represent Nemours across Florida and in national forums, serving as a key ambassador for workforce partnership development and leading communication, alignment, and collaboration among internal teams and external partners.
  • Oversee the planning and coordination of statewide and national outreach events, recruitment initiatives, convenings, and workforce development activities that enhance program visibility and stakeholder engagement.
  • Establish and maintain effective program management practices, including documentation, reporting, compliance monitoring, and accountability for stakeholder deliverables.
  • Partner with internal leaders and external collaborators to identify funding opportunities, support grant development, and advance initiatives that strengthen long-term workforce strategy.
  • Recommend and implement process and program improvements based on feedback, outcomes, and emerging workforce needs to increase impact and scalability.

Requirements:
  • Bachelor's degree required in public health, education, workforce development, business administration, healthcare administration, public administration, or a related field. Master's degree preferred.
  • Minimum of 5 years of progressive experience in workforce development, partnership strategy, program management, community partnership development, or a related field, including demonstrated leadership experience managing complex initiatives, building strategic partnerships, and supervising or leading staff across multiple stakeholders or regions, required.
  • Experience leading workforce or education partnership initiatives with statewide or multi-region scope, preferred.
  • Prior experience providing direction, coaching, or performance oversight to professional or coordinator-level staff, preferred.
  • Experience collaborating with government agencies, educational institutions, healthcare systems, and community organizations, preferred.
  • Strong knowledge of Florida workforce trends, labor market dynamics, and regional talent development needs, preferred.
  • Experience using data and performance measures to evaluate outcomes and inform strategy, preferred.
