Manager, Water Operations

Location: Windsor, ON

Reporting directly to the Director, Water Operations, the Manager, Water Operations is responsible for providing support, oversight, guidance, and organization of operations within the Water Operations Department. Committed to continuous improvement, the Manager will support initiatives to improve operational efficiency, service levels, safety performance, and cost control while assisting in the implementation of strategic plans, departmental initiatives, budgets, and operational goals. In collaboration with the Director, Water Operations, this position provides leadership and support for water treatment facilities, water distribution systems, pumping and storage facilities, supervisory development, annual job planning and scheduling, emergency response activities, regulatory compliance, and continuous improvement initiatives to ensure the safe and reliable delivery of drinking water.

The primary responsibilities include supporting Water Operations staff and supervisors to ensure water quality and operational targets are achieved in compliance with applicable legislation, DWQMS requirements, and departmental procedures; assisting in the planning, scheduling, coordination, and oversight of operations, maintenance, and capital work activities; supporting annual operating and capital budget development and monitoring; reviewing and recommending improvements to operational processes, procedures, and work instructions; overseeing and supporting departmental health and safety initiatives, emergency response activities, incident investigations, and service restoration efforts; acting as a resource for labour relations matters and supporting supervisors with employee development, performance management, attendance management, recruitment, training, and coaching; establishing and monitoring departmental performance indicators; fostering collaboration across departments; and preparing reports, briefings, and operational recommendations for the Director, Water Operations.

The successful applicant must have the following skills and competencies:
  • University degree in Engineering or related field and more than five (5) years of similar or related experience OR, College diploma in a related discipline with a minimum of ten (10) years of similar or related experience.
  • Ministry of Environment Class 3 Water Distribution Operator and/or Class 4 Water Treatment Licence considered an asset.
  • Professional Engineer (P.Eng.) designation considered an asset.
  • College or University level Management Development, Business, or Project Management courses considered an asset.
  • Knowledge of the Safe Drinking Water Act and related regulations.
  • Five (5) years of leadership experience in a Class 4 Water Treatment System Class 3 Water Distribution System preferred.
  • Knowledge of construction practices, emergency response procedures, health and safety legislation, and applicable industry regulations.
  • Strong working knowledge of Microsoft Office applications, SAP, GIS mapping systems, and SCADA systems.
  • Demonstrated experience leading staff, managing priorities, and working collaboratively across departments.
  • Strong communication, leadership, problem-solving, and organizational skills.
  • Valid Class "G" Driver's Licence.

Salary Range for Qualified Candidates: $150,860 to $167,622
