How your work would contribute to our organization and the Twin Cities region:

The Manager, Facilities Training will be responsible for establishing a technical training unit within the Engineering and Maintenance Department. This position will provide leadership, direction, and organization to a team of technical training instructors to ensure that training programs result in the desired learning outcomes and the development of employee technical competencies that align with business needs. The incumbent will assess, manage, coordinate, and evaluate all training programs related to Facilities Maintenance to ensure their quality, effectiveness, and efficiency.
What you would do in this job

1. Develop Facilities Maintenance Training Programs:
  • Lead the instructional design, development and implementation of programs, policies and strategies to effectively and efficiently meet the operational goals.
  • Collaborate with Public Facilities, Building Maintenance, and Safety Department leadership to develop technical training process and standards.
  • Engage internal subject matter experts, as needed, or bring in external consultants to address specific training needs.
  • Collaborate with Facilities Maintenance department management to analyze training needs.
  • Organize and develop training manuals, reference library, and other educational materials.

2. Evaluate Training department program quality and efficiencies:
  • Evaluate and report on effectiveness of training programs, based on direct observation, feedback, follow-up and performance metrics.
  • Review and evaluate training, internship and apprenticeship programs for compliance with Metro Transit, State and Federal Government standards
  • Maintain learning management system records of employee training and prepare statistical reports to evaluate performance of instructors and monitor the progress of trainees.

3. Manage Facilities Maintenance Training Department Staff:
  • Provide management and work direction to future training staff.
  • Manage training schedules to maintain efficient use of instructors and facilities, while meeting department management training needs.
  • Align closely with department senior leadership to develop training timelines that meet the department's needs.
  • Organize and oversee regular classroom, hands-on, and virtual training sessions for the Facilities Maintenance department.
  • Ensure training plans and programs across the facilities division are focused on continuous improvement of the skills and individual performance at all technical levels.
  • Manage multiple projects simultaneously, meeting objectives and timelines.
  • Lead the recommendation of vendor services, products and training materials.


What education and experience are required for this job (minimum qualifications)
Any of the following combinations of experience in maintenance training or organization development field or related area with three (3) years supervisory or management experience and completed education (degree in instructional design, instructional technology, education, human resource development or related field.

  • High school diploma/GED and ten (10) years of experience.
  • Associate's degree and eight (8) years of experience.
  • Bachelor's degree and six (6) years of experience.
  • Master's degree and four (4) years of experience.

What additional skills and experience would be helpful in this job (desired qualifications):
  • Performance-based instructional analysis, design, development, implementation and evaluation experience.
  • Work experience in adult education in the classroom, online, and in blended environments.
  • Transportation maintenance industry training experience.

Knowledge, Skills, and Abilities:
  • Knowledge of organization, management and leadership development principles and practices.
  • Knowledge of adult learning principles, training techniques, group dynamics and training delivery technology.
  • Knowledge of Learning Management System administration.
  • Skill in administration, interpretation and facilitation of assessment tools and instruments.
  • Intermediate skills with Word, Excel, PowerPoint, Articulate, and Internet search engines.
  • Strong interpersonal and communication skills.
  • Requires a high degree of skill in developing, motivating and fostering collaborative relationships both inside and outside of the organization. Interactions are frequently with directors and managers of other departments.
  • Ability to effectively present information to top management, public groups or Council members.
  • Ability to facilitate group processes and design/deliver stand-up training.
