Duties and Responsibilities:

The Manager, Test Centre is accountable for the daily management of theCollege Test Centre operations at it's Oshawa and Whitby campuses. The Manageris responsible for the day-to-day supervision of part-time and full-time staff,scheduling and management of facilities, liaising with internal and externaltesting clients, and development and implementation of Test Centre policies.The Manager will ensure the effective use of the Test Centre's human, physical,and financial resources to ensure that operations and all testing activitiesrun smoothly.

Plans, Organizes and Manages all Test CentreOperations

  • Overseesschedules and duties of full-time and part-time Test Centre staff
  • Liaiseswith the Access and Support Centre to ensure that the testing needs of studentswith exceptionalities are adequately met
  • Ensuresthat the needs of external testing clients are met
  • Ensuresthe effective use of the Test Centre's financial resources and manages budgets
  • Establishes best practices in test and examination accommodations.Develops materials and processes for faculty to ensure timely delivery andappropriately formatted materials and ensures faculty receive orientationmaterials required for effective accommodations.
  • Assists full- and part-time staff with testtroubleshooting, and follows up on reports of student complaints or integritybreaches.

Ensures the long-term effectiveness of theTest Centre
  • Incollaboration with Associate Director, investigates new software, conducting cost/benefit analyses and making recommendationsfor purchase/implementation as appropriate to continually improve efficiencyand cost-effectiveness of the department.
  • Monitors and analyses statistical reports to manageutilization of the Test Centres in both Whitby and Oshawa.
  • Oversees and manages space and facilities needs to ensure that space isused effectively and efficiently. Works with Facilities on capital projects, ifrequired, to ensure efficient functioning of the Test Centres.
  • Seeks out new revenue opportunities by bringing on new external clientsfor testing.

Responsible for Human ResourcesManagement and Development
  • Provides direction and oversight to full-time and part-time staff through effective hiring and training, allocating work assignments, and providing regular feedback.
  • Maintains a pool of casual part-time proctors to cover shifts including evenings and weekends.
  • Conducts annual performance reviews of direct reports, ensuring job descriptions are up to date.
  • Ensures ongoing, relevant professional development of staff.
  • Provide support and oversight to the staff and students in SALS as needed for peak times and vacation coverage.

Qualifications:
  • A minimum of a three-year diploma/degree in Information Management, Business and/or Administrative Studies or equivalent field of study.
  • A minimum of five (5) years of work experience in an academic environment, experience in a testing/ assessment environment is preferred.
  • Leadership experience in a unionized environment an asset.
  • Strong customer service and organizational skills and proven ability to effectively motivate staff, develop/adapt innovative systems, policies, procedures and processes that enhance overall client service in a fast paced, continually changing business environment.
  • Excellent analytical and creative problem-solving skills required to resolve a diversity of complex problems on a daily basis.
  • Experience working with students with exceptionalities, knowledge of the Ontario Human Rights Code an asset.
  • Proven ability to de-escalate student issues and resolve conflict effectively.
  • Excellent interpersonal, communication, presentation and conflict management skills to deal tactfully and diplomatically with peers.
  • Excellent organizational and administrative skills to provide leadership to subordinate staff in ensuring that specified deadlines are met and determine and adjust priorities in a demanding fast paced environment.
  • Advanced computer literacy in a Windows environment utilizing Microsoft Office applications (Word, Excel & Teams) and other applicable departmental computerized systems is required.
  • Proven ability to analyse trends and patterns in changing business/client needs and demands and develop/adapt creative, innovative solutions that address complex business problems.
  • Demonstrated commitment to equity, diversity and inclusion in all matters related to students, staffing and programming.
