In accordance with the Mission, Vision and Values, and strategic directions of BC Emergency Health Services (BCEHS), patient safety is a priority and a responsibility shared by everyone at BC Emergency Health Services, and as such, the requirement to continuously improve quality and safety is inherent in all patient and employee safety aspects of this position.

The Manager, Telecommunications and Field Operations is responsible for implementing, operating and maintaining effective and affordable telecommunications and in field (vehicle based) IT technology (data and voice) supporting BCEHS 24x7 patient care delivery services throughout British Columbia. The Manager, Telecommunications and Field Operations is responsible for all BCEHS in field IT and telecommunications infrastructure, effectively and efficiently managing technology, satisfying the performance, availability, functionality and security requirements of BCEHS' different business functions and departments. The Manager manages the operational support of BCEHS telecommunications and in field IT infrastructures, including the specialized processes, technology and resourcing required for all mission critical 24/7 services. The Manager plans and executes tactical and strategic improvements to manage telecommunications, identifying and leveraging opportunities to merge and consolidate IT and telecommunications infrastructure and support components to improve overall service delivery and operational efficiencies. This role provides leadership to staff involved in the delivery of in field IT and telecommunication services.

What you'll do
  • Implement and maintain effective and efficient technology, processes and support structures to satisfy the specialized operational requirements of BCEHS 24x7 business functions, including 911 dispatch services and ambulance operations. Provide guidance and assistance with the formulation and implementation of policies and procedures related to in field IT and Telecommunications.
  • Plan and execute tactical and strategic improvements to manage telecommunications technology, proactively responding to evolving business demands and effectively leveraging emerging technologies. Make critical decisions that change the overall quality, coverage, functionality and support of the province wide radio network that directly impacts patient care delivery and crew safety.
  • Implement and manage effective telecommunications technology solutions that address the unique requirements and challenges faced by BCEHS operations in rural and remote communities, identifying and leveraging opportunities to merge and consolidate in field IT and telecommunications infrastructure and support components to improve overall service delivery and operational efficiencies.
  • Manage, provide direction, guidance and leadership of 24 x 7 Telecommunications support function to ensure seamless service delivery that meets or exceeds customer expectations.
  • Establish guidelines/procedures outlining standards and interpreting policy directives. Provide guidance to staff and facilitates resolutions of problems or work issues.
  • Ensure 24x7 support for critical telecommunications systems and infrastructure by monitoring and adjusting staffing schedules, ensuring levels meet operational requirements.
  • As a key member of the IMITS BCEHS management team, participate in strategic and operational planning activities, budget preparation, initiatives and projects planning. Set measureable goals and objectives with staff for the department that are based on the organizational vision, values, and objectives. Integrate specific goals and objectives into the activities of the service areas ensuring linkages with individual performance plans and quality initiatives.
  • Monitor current practice trends and identify opportunities to promote innovation and exploration of new initiatives and technology.
  • Negotiate and establish acceptable charge back costs to departments for telecommunications services. Negotiate with regional Patient Care Delivery (PCD) Directors to prioritize operational improvements for the radio network. Reconcile with PCD leaders on their operation priorities relative to the available funding for improvements and Telecommunications' ability to technically implement requested improvements.
  • Partner with external stakeholders such as E-Comm, CREST and radio contractors throughout the province to maintain and improve the BCEHS VHF radio system and with TELUS to maintain and improve the information technology infrastructure for BCEHS throughout the province.
  • Partner with the RCMP, Ministry of Forest, BC Hydro and other external agencies on remote radio repeater site collaborations.
  • Plan, lead, and manage projects with the primary goal of improving the effectiveness and efficiency of voice and data communications throughout the province. •
  • Provide leadership to staff through coaching, guiding and modeling key behaviors/strategies, encouraging dialogue, and providing guidance and advice to facilitate resolutions to work issues.
  • Assist the staff in defining shared and individual goals, meet target dates and ensure alignment of team goals with program needs. Foster team spirit, trust and mutual respect.
  • Manage employee relations issues, liaise with Human Resources to address disciplinary action and dismissals, resolve compensation/classification issues, training and development and attendance management issues. Responsible for the selection, training, performance and supervision of staff involved in the delivery of in field IT and Telecommunication services.
  • Accountable for developing, recommending and managing the annual operating budget. Manage assigned budget to maximize derived benefit and satisfy corporate financial accountability expectations and reporting. Make recommendations and provide submissions supporting the annual capital budget for BCEHS' in field IT and Telecommunications.
  • Responsible for negotiating contracts for the provision of goods and services in support of BCEHS' in field IT and Telecommunications functions. Negotiate with companies and agencies for new contractual customer/vendor services and/or mutually beneficial relationships. Responsible for tendering and managing a broad range of contracts and agreements.

  • A level of education, training, and experience equivalent to a Bachelor's degree in Computer Science or related discipline and seven (7) years of experience in progressively more responsible Telecommunications and IT support roles.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples within social and health contexts. This includes significant understanding of Indigenous-specific mandates and a commitment to addressing and mitigating Indigenous-specific racism and discrimination. The role involves actively embedding Indigenous Cultural Safety and Humility into daily practices and fostering a diverse and inclusive team environment. Additionally, it requires practical expertise in engaging with diversity, promoting equity, and advancing inclusion (DEI) initiatives.
  • Demonstrated practical knowledge and understanding of legislative obligations and provincial commitments relevant to BCEHS - Telecomm - Dispatch / Ops, based on foundational documents such as the Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place: Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, and the BC Human Rights Code. This includes understanding how these obligations intersect across the healthcare system and applying this knowledge to support team compliance and operational effectiveness.

Skills & Knowledge
  • The Manager has knowledge of all employed technologies and the ability to appropriately plan for and manage their full lifecycle and refresh, including the ability to assess, forecast and mitigate Telecom and IT field service disruption risks.
