The work location of this role is hybrid, meaning it will be performed both from home and from a LinkedIn office on select days, as determined by the business needs of the team.

The Manager, Technical Program Management is responsible for leading a high-performing organization of Technical Program Managers (TPMs) and Business Systems Analysts (BSAs) supporting LinkedIn's Finance ecosystem. This leader is accountable for strategic planning, portfolio governance, execution excellence, organizational effectiveness, and talent development across a broad portfolio of business-critical initiatives. The role partners closely with Engineering, Finance, Data, Security, Infrastructure, and Operations leaders to deliver large-scale transformation programs, platform modernizations, compliance initiatives, and AI-enabled business capabilities. The Manager establishes operating mechanisms, drives portfolio prioritization and resource planning, manages organizational health, and ensures successful execution of complex cross-functional programs while developing future leaders within the TPM and BSA disciplines.

Responsibilities:
  • Own planning, prioritization, and execution across a portfolio of Finance programs.
  • Partner with Engineering and Business leaders to define annual and semi-annual roadmaps aligned to business strategy and company priorities.
  • Drive investment decisions, trade-off analysis, and prioritization across competing initiatives.
  • Establish portfolio governance frameworks, operating rhythms, scorecards, and executive reporting mechanisms.
  • Identify organizational risks, dependencies, and capacity constraints and develop mitigation plans.
  • Ensure clear alignment between business objectives, technical strategy, and program execution.
  • Provide leadership and oversight for large-scale enterprise programs spanning Finance, ERP, Payments, GTM Systems, Data Platforms, Compliance, AI, and Business Applications.
  • Ensure programs are appropriately structured with defined milestones, ownership, success metrics, and risk management practices.
  • Drive cross-functional coordination across Engineering, Product, Finance, Legal, Security, Data, and Operations organizations.
  • Lead executive reviews, steering committees, and portfolio health assessments.
  • Establish consistent planning, status tracking, RAID management, and delivery frameworks across the organization.
  • Remove organizational roadblocks and escalate critical risks when required.
  • Lead and develop a team of TPMs and BSAs across multiple business domains.
  • Recruit, coach, mentor, and retain top program management and system analyst talent.
  • Establish career development frameworks and succession plans for technical program management and business systems disciplines.
  • Drive organizational health, engagement, and operational excellence.
  • Foster a culture of accountability, transparency, inclusion, and continuous improvement.
  • Build leadership capabilities across senior individual contributors and emerging managers.
  • Design and evolve operating models that improve alignment between Finance, Engineering, and Business stakeholders.
  • Lead portfolio planning cycles, staffing reviews, organizational design discussions, and investment planning activities.
  • Drive consistency in program management methodologies, documentation standards, and governance processes.
  • Ensure program execution aligns with organizational priorities, compliance requirements, and strategic objectives.
  • Establish clear ownership models across TPM and BSA functions.
  • Act as a trusted advisor to senior leaders across Engineering, Finance and Corporate Functions.
  • Develop executive communications that clearly articulate program status, risks, investment trade-offs, and strategic recommendations.
  • Facilitate decision-making among complex stakeholder groups with competing priorities.
  • Present portfolio updates and strategic recommendations to senior leadership teams.
  • Build strong partnerships across organizational boundaries to accelerate delivery and drive outcomes.
  • Lead process transformation initiatives that improve efficiency, scalability, compliance, and user experience.
  • Drive modernization of enterprise platforms and business systems.
  • Partner with Finance and Business Operations teams to improve operational effectiveness through automation, AI, workflow optimization, and platform enhancements.
  • Support strategic technology transformations, migrations, and operational change management efforts.
  • Champion best practices for program execution, business analysis, and organizational effectiveness.


Qualifications

Basic Qualifications
  • Bachelor's degree in Computer Science, Engineering, Information Systems, Business, Finance, or a related field.
  • 5+ years of program management, technical program management, systems implementation, or related experience.
  • 3+ years of people management experience leading TPM, Program Management, Business Analysis, or Engineering organizations.
  • Experience leading multiple concurrent enterprise-scale programs with cross-functional stakeholder groups.
  • Demonstrated success managing large portfolios involving product, engineering, business, and operational teams.
  • Deep expertise in portfolio management, strategic planning, organizational leadership, and executive stakeholder management.
  • Exceptional communication, influence, and executive presentation skills.

Preferred Qualifications
  • Experience supporting Finance, ERP, GTM, Data, Enterprise Systems, or Business Platform organizations.
  • Experience leading digital transformation, cloud migration, AI, automation, or platform modernization initiatives.
  • Strong understanding of Agile, Lean, and modern software development methodologies.
  • Experience managing distributed organizations consisting of TPMs and Business Systems Analysts.

The pay range for this role is $144,000 to $237,000. Actual compensation packages are based on several factors that are unique to each candidate, including but not limited to skill set, depth of experience, certifications, and specific work location. This may be different in other locations due to differences in the cost of labor.
