You craft and execute strategies that result in sustainable value creation thatdeliversmeasurable results. ** This role provides an opportunity to lead and manage a team of 5 or more subcontract specialists who are responsible for the essential functions listed below. ** Essential Functionsof the team: All phases of the Subcontract from initiation of the business case formakeor buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements. Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users. Manages preparation of bid packages, supports bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Manages and develops strategic/key suppliers. The ideal candidate will have excellent communication skills, be self-motivated and collaborate well in a team environment across all levels. This position isfast-paced, with high expectations and significantly diverse assignments. #MPR #GSCCMP Basic Qualifications: Bachelors Degree with a minimum of 8 years experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management Or related experience or a master degree with a minimum of 6 years experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management Or related experience 4+ years in direct Subcontract Management work experience 3+ years of direct management/supervisory of a team of 4 or more individual contributors Experience with FAR and DFARS Experience with SAP or any other ERMP systems and MS Office experience US Citizenship Preferred Qualifications: Master degree in Business, Supply Chain or MBA Experience managing Subcontract Programs and/or a Subcontracts Team of 5+ people in support of major defense programs Solid understanding of the Systems, Applications and Processes (SAP) procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis Negotiating skills with contractin excess of$100 million Change Management experience Primary Level Salary Range: $133,200.00 - $219,800.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
