Title: Manager, Sourcing Operations

Location: Fountain Valley/Predominantly Remote

Department: Supply Chain Analytics

Status: Full Time

Shift: Exempt

Pay Range*: $118,622.40 - $177,902.40/annually

Position Summary

The Sourcing Operations Manager leads the operational engine that enables Strategic Sourcing to run efficiently, compliantly, and consistently. This role owns the day-to-day processes, governance, reporting, tools, and cadence that drive sourcing execution-from intake to contract award to implementation-while ensuring alignment with policy, stakeholder expectations, and performance standards. The Manager partners closely with Sourcing, Legal, Finance, and key business/clinical stakeholders to improve cycle time, strengthen controls, and increase adoption of contracted suppliers.

Essential Functions and Responsibilities of the Job

  • Own and continuously improve the sourcing intake process, ensuring requests are complete, prioritized, and aligned to strategy and policy.
  • Establish and manage the sourcing operating cadence (pipeline reviews, project tollgates, stakeholder updates, escalation paths).
  • Build and maintain standard work (SOPs, templates, playbooks, checklists) that drive consistent execution.
  • Serve as a point of accountability for issue resolution and escalations, ensuring timely decisions and clear communication.
  • Lead process improvement initiatives that reduce cycle time, eliminate rework, and strengthen compliance (Lean/Six Sigma mindset preferred).
  • Define and monitor key operational KPIs (e.g., cycle time, throughput, savings validation readiness, adoption, stakeholder satisfaction).
  • Create scalable processes for RFx execution support, competitive bids, supplier onboarding, and contract routing.
  • Own sourcing operations reporting and dashboards (e.g., pipeline, savings, contract coverage, compliance/adoption).
  • Partner with analysts/IT to optimize procurement systems (ERP, eSourcing, CLM, P2P, contract repository).
  • Ensure data integrity: supplier master, contract metadata, category taxonomy, and project tracking accuracy.
  • Translate insights into actions-identify bottlenecks, risks, and opportunities and drive mitigation.
  • Coordinate cross-functional handoffs (Sourcing 12 Legal 12 Finance 12 Operations) to ensure contracts and sourcing decisions move efficiently.
  • Ensure required documentation is captured: business case, approvals, risk reviews, supplier due diligence, pricing exhibits.
  • Support contract implementation readiness (communications, enablement, compliance tracking, supplier performance setup).
  • Partner with stakeholders to increase contract utilization and reduce off-contract spend through governance, communication, and tracking.
  • Coordinate implementation plans for key awards, including supplier onboarding, ordering enablement, and end-user guidance.
  • Facilitate supplier performance reviews and ensure corrective action tracking when needed.
  • Ensure sourcing activities align with internal policies and external requirements (e.g., privacy/security, insurance, credentialing, regulatory).
  • Support vendor risk management coordination (security assessments, BAAs, insurance requirements, credentialing).
  • Maintain audit-ready documentation for sourcing events, approvals, and contract records.


*Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications. Qualifications

Minimum Requirements

Qualifications/Work Experience:

  • Minimum 5 years of experience in strategic sourcing, procurement operations, supply chain operations, contract management, or related field.
  • Demonstrated experience building and managing operational processes, workflows, and governance structures.
  • Strong project management, organizational, and stakeholder management skills.
  • Advanced proficiency in Microsoft Office, with strong emphasis on Excel and reporting.
  • Strong written and verbal communication skills.
  • Ability to coordinate detailed presentations, product trials and implementations.


Preferred:

  • Healthcare or other regulated industry experience.
  • Experience with eSourcing, CLM, ERP or P2P systems (e.g., Cobblestone, Coupa, PeopleSoft, Ariba, Jaggaer, Ivalua, SAP, Workday).
  • Lean / Six Sigma or continuous improvement experience.


Education/Licensure/Certification:

  • Bachelors Degree (BA/BS) from an accredited university or equivalent combination of education and experience.
  • Professional certifications (CPSM, CIPS, PMP, CSCP), preferred.
