Your Opportunity

Our Ottawa office is seeking a Manager or Senior Manager to join our Evaluation team within the Risk Advisory Services practice. This new role presents an excellent opportunity for an experienced professional to contribute to a growing practice and help deliver exceptional value to our clients.

We are looking for an experienced evaluation and advisory professional who is passionate about helping public sector, Indigenous, and not-for-profit organizations improve the effectiveness, efficiency, and impact of their programs and initiatives. Depending on experience, the successful candidate will play a key leadership role in delivering complex evaluation engagements, managing client relationships, mentoring team members, and contributing to the continued growth of our Evaluation practice.

Our Evaluation team partners with federal, provincial, and municipal governments, Indigenous organizations, Crown corporations, and not-for-profit organizations to assess the relevance, effectiveness, efficiency, and impact of programs, policies, and initiatives. Our work helps shape strategic direction and improve outcomes in areas including housing, climate change, Indigenous economic development, arts and culture, social innovation, governance, and ESG.

Our broader Risk Advisory Services team helps organizations identify and respond to strategic, operational, and emerging risks that may impact their objectives and long-term success.

Examples of recent engagements include:
  • Evaluating multi-billion-dollar federal housing programs and assessing climate-related risks to affordable housing.
  • Identifying international best practices in social innovation and finance to strengthen Canada's arts sector.
  • Reviewing economic development funding and support programs for Indigenous communities and providing recommendations to improve program effectiveness.


Key Responsibilities

As a Manager or Senior Manager, you will:
  • Lead complex program evaluation and advisory engagements from project initiation through reporting and presentation of findings.
  • Design and apply evaluation methodologies, logic models, performance measurement frameworks, and analytical approaches tailored to client needs.
  • Oversee the assessment of program relevance, effectiveness, efficiency, outcomes, and opportunities for improvement.
  • Lead project teams by managing scope, timelines, budgets, quality, and client expectations.
  • Review key deliverables and provide coaching to ensure work meets BDO's quality standards.
  • Develop trusted relationships with clients and provide practical, evidence-based recommendations to senior leaders and executives.
  • Support and contribute to business development activities, including proposal development, client outreach, and thought leadership.
  • Identify opportunities to enhance existing methodologies and develop innovative evaluation and advisory solutions.
  • Advance Environmental, Social and Governance (ESG) advisory services by applying evaluation principles to sustainability and equity initiatives.
  • Leverage data analytics, digital tools, and emerging technologies to strengthen evaluation design and insights.
  • Mentor, coach, and develop team members while fostering a collaborative, high-performing team environment.


Senior Managers will also be expected to:
  • Lead strategic client relationships and serve as a trusted advisor to senior executives.
  • Drive practice development initiatives and contribute to the growth of the Evaluation practice.
  • Support strategic planning, resource management, and business development across the practice.

Your Experience and Education
  • Bachelor's degree from a recognized university in business administration, public administration, economics, political science, social sciences, or a related field; a master's or post-graduate degree is considered an asset.
  • Designation as a Credentialed Evaluator (CE) or equivalent, or willingness to pursue one.
  • Manager: Typically 5-8 years of relevant experience in program evaluation, value-for-money audits, and/or performance measurement projects.
  • Senior Manager: Typically 8-10+ years of progressive experience leading complex program evaluation, value-for-money audits, and/or performance measurement projects.
  • Experience with evaluation methods, logic models, performance frameworks, and outcome measurement.
  • Strong consulting acumen, including proposal development, stakeholder engagement, and client relationship management.
  • Exceptional communication skills - written, verbal, and presentation - with experience reporting to senior leadership.
  • Project and team management expertise, with a proven ability to lead complex, multi-stakeholder projects.
  • Eligible for Government of Canada security clearance.
  • Bilingualism (French and English) is considered an asset.


The expected range of compensation for the Manager role $88,000 - $134,000 per annum.

The expected range of compensation for the Senior Manager role is $123,000 - $153,000 per annum.

Flexibility: All BDO personnel are expected to spend some of their time working in the office, at the client site, and virtually unless accommodations or alternative work arrangements are in place.
