What can you expect from this position?

Reporting to the Associate Director, Security Programs and Planning, the Manager, Security Contracts & Construction Planning is responsible for leading the integration of security requirements, regulatory compliance and risk mitigation strategies across Toronto Pearson's capital programs, construction activities and contracted security services.

This role oversees a team responsible for construction security planning, security systems activation, contract administration and contracted security operations. You will ensure security standards and requirements are embedded throughout the project lifecycle from planning and design through construction, commissioning and operational readiness while maintaining compliance with aviation security regulations and GTAA security programs.

The successful candidate will work closely with internal business partners, project delivery teams, contractors, consultants and regulatory agencies to ensure a safe, secure and operational airport environment while supporting the successful delivery of infrastructure projects that shape the future of Toronto Pearson.

As a Manager, Security Contracts & Construction Planning, you will:

  • Lead the planning, governance and execution of construction security programs, ensuring alignment with GTAA security policies, standards and regulatory requirements.
  • Oversee the development, review and approval of construction security plans, ensuring appropriate controls are implemented to protect airport operations, infrastructure and restricted areas.
  • Provide strategic guidance to project teams, consultants and contractors on security requirements during design, construction, commissioning and operational readiness activities.
  • Lead the delivery and oversight of contracted security services, ensuring operational effectiveness, compliance and value realization across GTAA facilities.
  • Manage security contracts, including performance monitoring, contract administration, procurement support and service improvements.
  • Ensure compliance with Transport Canada regulations, the Aerodrome Security Program, Canadian Aviation Security Regulations and security directives applicable to airport operations and construction activities.
  • Oversee quality assurance programs, inspections, audits and compliance monitoring processes to identify risks and drive continuous improvement.
  • Provide leadership and direction for security-related incident management, investigations, risk assessments and corrective action implementation.
  • Establish strategies and processes related to temporary airport security passes, access control requirements and contractor security compliance.
  • Lead and develop a team of security professionals while fostering a culture of accountability, collaboration, operational excellence and customer service.


This is the role for you, if you have:

  • A minimum of 5 years of experience in airport security within a large international airport environment.
  • A minimum of 2 years of people leadership experience, including direct reports and/or cross-functional team leadership.
  • A minimum of 3 years of experience managing security contracts, contracted services or vendor relationships.
  • A minimum of 3 years of experience working with quality management systems, compliance programs or operational assurance processes.
  • Demonstrated experience leading complex operational programs involving multiple stakeholders and regulatory requirements.
  • Demonstrated experience working in a customer-centric environment.
  • Strong knowledge of Canadian aviation security regulations, airport security operations and access control requirements.
  • Experience supporting construction, infrastructure projects, operational readiness or security planning activities within a complex operating environment.
  • Excellent communication, stakeholder management and relationship-building skills.
  • Strong analytical, problem-solving and risk management capabilities.
  • Proficiency with Microsoft Office applications, including Outlook, Excel, Word and PowerPoint.
  • A post-secondary diploma in Communications, Business Management, Systems Management or a related discipline (a university degree is considered an asset).
  • A valid Ontario Class G Driver's Licence.
  • Ability to obtain and retain Transportation Security Clearance.


This position is exempt from Ontario's 2026 pay transparency requirements under Regulation 476/24.
