JOB SUMMARY

Manages federal regulatory activities, including transmission policy development, tariffs and regulatory proceedings for transmission operations, capital projects and business expansion opportunities. Advocates for and shapes transmission policy to create a regulatory climate to support business unit operations, foster a conducive environment for transmission development, and further the company's strategic goals. Drives formulation of regulatory strategy for engagement in transmission policy and regulatory proceedings for the company. Responsible for effectively managing relationships with internal and external constituents, ensuring a strong reputation for the department and company. Represents the company at the Federal Regulatory Commission, state regulatory commissions, trade coalitions, industry associations, Regional Transmission Organization (RTO) committees, industry events and conferences, stakeholder meetings and other venues.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Serves as ITC's primary regulatory contact with the Federal Energy Regulatory Commission (FERC), developing and executing strategies to advance company interests.
  • Represents the company in regulatory proceedings in coordination with Legal, Rates, and cross-functional teams.
  • Leads and develops a team of regulatory analysts responsible for policy development, case management, and regulatory communications; provides coaching, mentoring, and performance management to build a strong talent pipeline.
  • Responsible for developing a strong talent pipeline by coaching, mentoring, and growing team capabilities to meet current and future business needs. Manages regulatory reporting functions to ensure regulatory compliance.
  • Monitors and keeps abreast of state and federal transmission regulatory policies and electric utility legislative initiatives.
  • Researches, analyzes and interprets regulatory filings; reviews industry news and publications and interprets information for company leadership.
  • Serves as company advocate on transmission policy to support company's strategic goals, including working with company personnel to develop policy recommendations and identifying the potential impact to the company of changes to regulation. Develops appropriate responses for regulatory proceedings and acts as a project manager for regulatory filings to achieve the company's objectives.
  • Engages with key external constituents in support of regulatory activities. Key audiences may include: legislators, stakeholders/customers, industry/trade associations, consumer groups, and other utility professionals. Participates in external electric industry/trade associations, electric industry conferences, and formal/informal coalitions as required.
  • Depending on the needs of the business, represents the company in Regional Transmission Organization (RTO) committees and task forces to protect and further enhance the company's interests.


REQUIREMENTS
  • Bachelor's degree in relevant discipline required; Master's degree in Business Administration or other relevant discipline preferred.
  • Minimum of seven (7) years of progressively responsible experience as an electric utility Regulatory Analyst or similar function. (Master's degree in a relevant discipline may reduce this requirement.)
  • Experience and proficiency in regulatory policy and transmission pricing; strong advocate of company position in various forums.
  • Ability to communicate effectively (both verbally and in writing) and establish rapport with management, colleagues, regulators, stakeholders/customers and other individuals inside and outside the company.
  • Strong interpersonal skills including the ability to motivate and supervise employees.
  • Possesses and demonstrates leadership qualities, logical problem-solving skills, and strong negotiation skills.
  • Knowledge of roles, responsibilities, and requirements of state public utility commissions, the Federal Power Act, Federal Energy Regulatory Commission, Department of Energy, and North American Electric Reliability Corporation.
  • Ability to work in a constantly changing environment; capable of managing multiple projects and tasks and ensuring their timely completion.
  • Ability to travel for company business, including overnight stays, up to several times per month.
  • Advanced knowledge of computer software applications such as Microsoft Word, Excel, Outlook and PowerPoint.
