Hiring Salary Range: $137,700.00-178,200.00 / year



Job Function:

Manage the development and execution of regulatory policies and strategies in support of Hydro One's corporate goals and serve as an OEB witness. This includes:

a)Providing strategic direction on policies and related management processes and practices

b)Making strategic recommendations to senior management and the Board of Directors

c)Ensuring regulatory compliance and keeping abreast of trends in the regulatory environment

d)Leading the implementation of key regulatory initiatives

e)Providing regulatory advice, guidance and support

Specific Accountabilities:
  1. Determine, promote and implement regulatory policies and strategies in support of Hydro One's corporate goals and strategy.
  2. Provide strategic direction relating to regulatory policies and strategies, implications and the appropriateness of various management processes and practices. Assess the application of corporate policy on regulatory reporting and business operations to ensure conformity and proper application. Ensure impacts of regulatory issues on current results, business plans and strategies are proactively identified and reviewed with senior management.
  3. Witness in the context of Hydro One's applications to the OEB for Transmission and Distribution rates on the topics of the incentive rate mechanisms, cost allocation, rate design and regulatory policy.
  4. Make effective recommendations, including making relevant presentations, to senior management and the Hydro One Board of Directors on regulatory policies and strategies which are critical to Hydro One's success.
  5. Keep abreast of current and potential developments in the regulatory environment. Review industry publications, codes, licenses, legislation and applications from other regulatory jurisdictions to understand rulings which may impact Hydro One and its customers. Stay informed and utilize key information, including confidential and forward looking information on regulatory agency policy, government policy and Hydro One perspectives on a continuous basis to determine regulatory policies and strategies.
  6. Lead the establishment of Hydro One positions at the OEB and IESO.
  7. Lead the implementation of key regulatory initiatives to: a)Influence proposed regulation and legislation.b)Improve the working relationship between Hydro One lines of business and regulatory agencies & external stakeholders. c)Enhance Hydro One's image/reputation with regulatory agencies and key industry partners.
  8. Provide support to various lines of business by providing regulatory advice and support to ensure programs are consistent with regulatory requirements.
  9. Provide support to the Regulatory Applications group with respect to the following: a)Preparation of regulatory financial information in support of OEB quarterly and annual information filings. Provide advice and coordinate information from contributors to validate results and ensure appropriate audit support for filed numbers. b)Development of information in support of inflation factors, productivity factors and criteria for recording transition and extraordinary costs consistent with Z factors requirements. c)Development of written evidence, supporting analysis, working papers and briefings in support the OEB Rate Hearing process, including the preparation of responses to interrogatories and undertakings. Represent the Company as a witness at OEB regulatory proceedings.
  10. Establish and maintain contacts with regulatory agencies, industry partners and senior staff in Hydro One.


Managerial Accountabilities
  • Provide advice, guidance and direction to staff in the resolution of work related problems, as well provide clear expectations and performance measures.
  • Manage project budgets and ensure availability of appropriate resources for the completion of regulatory development programs. Ensure scope, objectives and policy changes are effectively introduced to staff.
  • Manage and supervise staff engaged in the delivery of regulatory strategy work. Plan, schedule, organize and assign work to ensure that quality and accuracy of work are maintained and on schedule.

The base salary for this role considers a variety of factors, including candidates' knowledge, skills, experience, education, and any applicable collective agreement requirements for union-represented positions.
