Summary

The Quality Manager assures MTA C&D's compliance with quality-related processes, requirements, and best practices and supports the effective implementation of MTA C&D ISO 9001 and other relevant certifications while defining and exemplifying a pervasive culture of quality.

Responsibilities

Develops and monitors Quality Assessment Programs to provide appropriate coverage of program/project assessment candidates to ensure ongoing and timely review of contractor and consultant compliance with quality requirements.

Performs Business Unit quality activities, including:

Participation in design reviews and review/development of quality specifications.

Initiate and lead Quality Kick-off meetings with contractor and consultant personnel upon contract award.

Develop quality documentation templates (QWPs, ITPs, NCRs, etc.) to provide contractor and consultant quality systems samples.

Assurance of timely and complete review of contractor and consultant quality submittals (i.e., Quality Plans/Programs, Quality Work Plans, Inspection & Test Plans).

Conduct field visits to provide oversight and feedback on contractor activities from a quality perspective.

Resolution of project quality issues.

Coordination of Special Inspection services in support of business units.

Support/input to Business Units for evaluation of Contractors and Consultants.

Leads/directs team activities, including review of work schedules, activity worksheets, and reports.

Works with C&D Corporate Quality personnel to identify and initiate improvements in C&D processes, requirements, and activities to ensure the successful execution of the MTA C&D Capital Program.

Education and Experience

Bachelor's degree in Engineering, Architecture, Construction, Project Management, Transportation, or a related field.

Must have a minimum of six (6) years of related experience.

Competencies:

Excellent communication and interpersonal skills.

Familiarity and hands-on experience with Quality concepts and processes, including ISO 9001.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
