Job Description:

We are searching for the best talent to join our team as the Manager, Public Affairs Content Lead in our Washington, DC or Titusville, NJ office locations.

At Johnson & Johnson Innovative Medicine (JJIM), we are building a modern Content Engine that transforms policy developments, research, stakeholder insights, and business priorities into communications assets that help advance policy and business objectives.

The Manager, Public Affairs Content Lead is responsible for crafting narratives and developing the content products that bring those narratives to life. This role serves as the lead creator of high-value communications that support executive engagement, issue advocacy, outreach, thought leadership, enterprise campaigns, and the Center for U.S. Healthcare Policy Research.

Success in this role requires strategic insights and performing independently. This role will translate complex healthcare policy, scientific evidence, and business priorities into clear, compelling content while building scalable, repeatable approaches that increase the impact and efficiency of Public Affairs communications.

Working closely with Public Affairs, Government Affairs & Policy (GA&P), the IM Communications HUB and external agencies, this role will help develop key policy content including issue briefs, message maps, policy narratives, thought leadership content and other strategic resources that support our policy and advocacy activations.

This role works closely with the Director, Public Affairs to serve as a critical bridge between policy expertise, campaign execution, and critical content needs with a clear eye toward simple, concise and compelling content.

Major Duties & Responsibilities

Responsibilities

Narrative Development
  • Develop and maintain narrative frameworks for priority policy, access, reputation, and business issues.
  • Build message architectures, message maps, talking points, FAQs, and positioning documents that ensure consistency across campaigns and stakeholder engagements.
  • Translate complex topics into clear and persuasive communications that resonate with diverse audiences.
  • Help shape how North America Public Affairs communicates on emerging issues and strategic priorities.

Content Development & Execution

Serve as the lead developer of high-priority content products, including:
  • Issue briefs
  • Policy primers
  • Thought leadership content
  • Executive presentations
  • Background materials and briefing documents
  • Messaging platforms and toolkits
  • Develop content that can be adapted and deployed across multiple channels and audiences.
  • Partner with subject matter authorities to ensure content accuracy, relevance, and strategic alignment.
  • Lead multiple projects simultaneously while maintaining high standards of quality and responsiveness.

Center for U.S. Healthcare Policy Research
  • Manage content planning and development supporting Center research and policy initiatives.
  • Translate research findings into accessible content products that support policy education, stakeholder engagement, and thought leadership objectives.
  • Partner with internal and external collaborators to ensure content effectively communicates evidence-based insights.

Campaign & Issue Support
  • Collaborate with Public Affairs, Government Affairs & Policy, Communications, Scientific Affairs, Legal, and business teams to support priority initiatives.
  • Develop content that supports integrated campaigns, issue advocacy efforts, executive engagement, and reputation-building activities.
  • Support rapid response communications needs related to policy developments and emerging issues.

Content Operations & Continuous Improvement
  • Establish efficient approaches for content development, review, and deployment.
  • Find opportunities to improve quality, speed, and consistency through modern content practices and AI-enabled tools.
  • Develop reusable content resources and messaging assets that can be used across campaigns and initiatives.
  • Manage relationships with external agencies and vendors supporting content development and creative execution.

Other Duties & Responsibilities
  • Support development of repeatable workflows to scale stakeholder intelligence across priority initiatives
  • Contribute to responsible and compliant use of data and AI-enabled tools in public affairs
  • Support rapid response and issue management
  • Collaborate with internal teams and external partners to integrate insights into ongoing workstreams

Required Qualifications
  • Required Minimum Education: Bachelor's Degree or equivalent
  • Required Years of Related Experience: 5-8 years

Required Knowledge, Skills and Abilities
  • Exceptional writing, editing, and storytelling skills.
  • Experience developing executive-level communications and critical messaging.
  • Ability to synthesize complex policy, scientific, regulatory, or business topics into clear and actionable communications.
  • Proven ability to prioritize and deliver high-quality work in a fast-paced environment.
  • Strong partner management and cross-functional collaboration skills.

Preferred Qualifications
  • Preferred Related Industry Experience: Healthcare policy, pharmaceuticals, or regulated industries

Preferred Knowledge, Skills and Abilities
  • Experience supporting public affairs, advocacy, market access, or reputation initiatives.
  • Experience working with research-based communications.
  • Familiarity with AI-enabled content development tools and modern communications workflows.
  • Experience managing external communications agencies and strategic partners.

The anticipated base pay range for this position is :
$102,000.00 - $177,100.00

Additional Description for Pay Transparency:
Subject to the terms of their respective plans, employees are eligible to participate in the Company's consolidated retirement plan (pension) and savings plan (401(k)).

This position is eligible to participate in the Company's long-term incentive program.

Subject to the terms of their respective policies and date of hire, employees are eligible for the following time off benefits:

Vacation -120 hours per calendar year

Sick time - 40 hours per calendar year; for employees who reside in the State of Colorado -48 hours per calendar year; for employees who reside in the State of Washington -56 hours per calendar year

Holiday pay, including Floating Holidays -13 days per calendar year

Work, Personal and Family Time - up to 40 hours per calendar year

Parental Leave - 480 hours within one year of the birth/adoption/foster care of a child

Bereavement Leave - 240 hours for an immediate family member: 40 hours for an extended family member per calendar year

Caregiver Leave - 80 hours in a 52-week rolling period10 days

Volunteer Leave - 32 hours per calendar year

Military Spouse Time-Off - 80 hours per calendar year
