Are you a strategic project leader with a strong background in infrastructure and asset management? Catholic Social Services is seeking a highly experienced Manager, Project Management Office & Asset Management to lead complex infrastructure initiatives and support the successful delivery of critical projects across the organization.

This position is a full-time 40 hours/week position. Job application closing date: July 12, 2026.

Job Summary

Reporting to the Superintendent of Facilities, The Manager, Project Management Office (PMO) & Asset Management provides strategic leadership, governance, and operational oversight for the organization's capital planning, asset management, project delivery, records management, and facility condition reporting functions. Supporting the Agency with a portfolio of more than 120 building assets, the role is responsible for implementing and maintaining a comprehensive Strategic Asset Management Plan (SAMP), ensuring effective stewardship of physical assets, and leading capital projects that support service delivery, regulatory compliance, sustainability objectives, and organizational priorities.

The position manages a small team and works collaboratively with senior leadership, facility operations, finance, program leaders, external consultants, contractors, and regulatory agencies to optimize asset performance, manage risk, and support long-term organizational sustainability.

Job Responsibilities

Collaboration

Operational

Strategic Asset Management Leadership
  • Working with the Superintendent develop, implement, and maintain the organization's Strategic Asset Management Plan (SAMP) aligned with corporate strategic objectives and service delivery requirements.
  • Assist in establishing asset management policies, frameworks, standards, and performance measures consistent with industry best practices.
  • Develop long-term asset lifecycle strategies for over 120 facilities and building assets.
  • Lead asset investment planning, renewal forecasting, and capital prioritization processes.
  • Identify risks associated with aging infrastructure and recommend mitigation strategies.
  • Support organizational sustainability, accessibility, and energy-efficiency initiatives through asset planning.
  • Provide strategic recommendations to executive leadership regarding asset optimization, consolidation, replacement, and growth opportunities.

Facility Condition Assessment and Reporting
  • Oversee facility condition assessment programs across the building portfolio.
  • Develop methodologies and standards for condition analysis and asset performance measurement.
  • Analyze building condition data and infrastructure risks to support capital planning decisions.
  • Maintain asset inventories and asset hierarchy structures.
  • Prepare annual and multi-year reports on facility condition, deferred maintenance, capital requirements, and asset performance.
  • Present findings and recommendations to senior leadership, boards, and funding bodies.
  • Monitor key asset management metrics and develop dashboards to support decision-making.

Project Management Office (PMO) Leadership
  • Establish and maintain PMO governance, project management methodologies, templates, standards, and reporting frameworks.
  • Lead the planning, execution, monitoring, and closeout of capital, infrastructure, renovation, and organizational projects.
  • Ensure projects are delivered on scope, schedule, budget, quality, and risk objectives.
  • Develop project charters, business cases, schedules, budgets, procurement strategies, and stakeholder engagement plans.
  • Oversee consultant and contractor selection, contract administration, and project performance.
  • Monitor project portfolios and resource allocation across competing priorities.
  • Lead project risk management and issue resolution processes.
  • Provide regular project status reporting to executive leadership and governance committees.

Records and Information Management
  • Working in collaboration with the Superintendent and Manager of Maintenance, develop and maintain records management systems related to facilities, assets, capital projects, contracts, and regulatory documentation.
  • Establish standards for document control, retention, accessibility, and compliance.
  • Ensure accurate and complete asset records, drawings, warranties, maintenance histories, condition reports, and project documentation.
  • Implement digital systems and processes to improve information management and organizational efficiency.

Financial Planning and Capital Management
  • Develop multi-year capital plans and investment strategies.
  • Support annual budgeting processes for capital renewal and infrastructure investments.
  • Analyze lifecycle costs and return-on-investment opportunities.
  • Monitor project expenditures and capital program performance. Review and analyze monthly reporting to ensure accuracy and timeliness of information. Work with finance team to reconcile project reporting with Agency financial system and records.
  • Prepare business cases and funding applications for capital projects and infrastructure programs.
  • Ensure effective stewardship of organizational resources and funding allocations.

Team Leadership and Development
  • Provide leadership, coaching, mentoring, and performance management for a small team of project and facility professionals.
  • Establish clear goals, priorities, and work plans for team members.
  • Foster a culture of accountability, continuous improvement, collaboration, and customer service.
  • Build organizational capacity in project management and asset management practices.
  • Coordinate the work of consultants, contractors, and external service providers as required.

Stakeholder Engagement
  • Build strong relationships with internal departments, community partners, government agencies, funding organizations, and regulatory authorities.
  • Translate complex technical information into actionable recommendations for non-technical audiences.
  • Facilitate stakeholder consultation and communication throughout planning and project delivery processes.
  • Support executive leadership and board reporting requirements

General
  • Ensures appropriate and confidential handling and storage of client/Agency information and documentation in accordance to Agency policies, procedures, and standards
  • Initiates ongoing process improvements within role; assists with the implementation of approved proposals, processes, procedures, and reports as assigned

What This Job Requires:
  • Bachelor's degree in Engineering, Architecture, Construction Management, Facilities Management, Asset Management, or a related field preferred
  • Minimum of a Degree in Construction Engineering Technology or Bachelor of Technology in Project Management or related certification.
