RELOCATION ASSISTANCE: No relocation assistance available CLEARANCE REQUIRED FOR START: No CLEARANCE TYPE: Secret TRAVEL: Yes, 25% of the Time Northrop Grumman Defense Systems (NGDS) is seeking a Program Manager 2 to become part of the Program Management team at our Warner Robins, Ga location.  This position will be responsible for all phases of the APN-241 Program area from production through sustainment.  The successful candidate will be primarily responsible for: Building a collaborative relationship between the program office and functional areas. Program performance includes: P&L, schedule, performance, customer relationships, and forecasting. What You'll Get to Do: As the APN-241 Program Manager you will be responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  The APN-241 Program Area comprises repairs, spares, production and DMS activities.  The APN-241 Program Manager will manage a portfolio of programs and contracts.  Job Responsibilities 37 Responsible for the cost, schedule, technical performance and customer satisfaction of the APN-241 Programs, which includes multiple customers. 37 Develops new business or expands the product line with the customers. 37 Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the APN-241 contracts. 37 Participates in the negotiation of contract and contract changes. 37 Accountable for programmatic and financial commitments (Awards, Sales, Profit and Cash). 37 Lead Programmatic and Financials Risk and Opportunities Management to achieve Financial Targets. 37 Acts as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance. 37 Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. 37 Manages, monitors and reports 9on time delivery metrics and trends against program contractual requirements and commitments. 37 Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. 37 Partner with functional leadership to deploy qualified resources and improve processes, tools and training to meet customer demands. Evaluate and implement program and product best practices. 37 Managing special projects focused on improving operational effectiveness. 37 Serve as a subject matter expert amongst our customer community soliciting feedback, driving requirements, providing input and implementing lessons learned. 37 Prepares, develops and coordinates the integration plans and integrated schedules to meet all contract objectives. Basic Qualifications: 37 Bachelors Degree and 10 years, or masters and 8 years of related experience. 37 Will consider 14 years of related experience in lieu of bachelors degree; or 12 years of related experience with Associate's Degree. 37 Business Acumen (Experience in running P&L business). 37 Experience with Repairs, Spares, DMS resolution, product modification and Production. 37 Demonstrated experience with Estimates at Completion (EAC). 37 Demonstrated experience with program labor, Material and subcontract forecasting 37 Program recovery experience. 37 Earned Value Management System (EVMS) experience. 37 Experience coordinating among cross-functional teams and managing multi-million-dollar budgets. 37 Exceptional external customer relationship experience 37 Ability to interact effectively with both internal and external customers at all levels including senior executives. 37 Ability to define proposal strategy, participate in proposal teams, analyze and shape RFPs, produce and deliver winning proposals. 37 Must be able to obtain and maintain an active DoD Secret clearance. Preferred Qualifications: 37 DoD sustainment background/understanding 37 Experienced in generating DoD cost proposals 37 Experience with successful program startup 37 Proficient with Microsoft programs, Word, Excel, PowerPoint, Project 37 Experience in leading a diverse team that leads to a successful outcome 37 Experience with Return to Green and Root Cause Corrective Action 37 Successfully demonstrated balancing customer, employee, and shareholder objectives. 37 The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance. 37 The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts. 37 The ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities. Primary Level Salary Range: $126,600.00 - $189,800.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
