Role description:Arcadis is seeking a highly skilled and motivated
Manager Program Controls Governance and Systems to support one of the most iconic and consequential infrastructure initiatives in the United States - the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements.
We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program - one of the most ambitious and impactful transportation initiatives in the nation - and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities:- Lead the development, implementation, governance, integration, and continuous improvement of program management systems, business processes, reporting frameworks, and organizational controls supporting Project Controls, Quality Management, Risk Management, Document Management, and PMO functions.
- Manage and develop a multidisciplinary team of Business Process Analysts, MIS Developers, System Administrators, Training Specialists, and Support personnel responsible for enabling effective program delivery and organizational performance.
- Establish and maintain integrated governance frameworks, procedures, workflows, standards, and business rules to ensure consistency, compliance, accountability, and alignment across PMO, Project Controls, Quality, Risk, and Document Management functions.
- Develop and execute the strategic roadmap for program management systems, process improvement initiatives, digital transformation efforts, and PMIS enhancements in support of organizational objectives.
- Lead the implementation, configuration, integration, and continuous improvement of Project Management Information Systems (PMIS), reporting platforms, workflow automation tools, and related business applications.
- Serve as the primary liaison between PMO leadership, delivery teams, Quality Management, Risk Management, Document Management, Information Technology, and external stakeholders to align business processes, systems, governance requirements, and reporting needs.
- Direct business process analysis and optimization activities, including process mapping, requirements gathering, workflow design, gap assessments, standardization initiatives, and implementation of best practices.
- Establish enterprise data governance standards, reporting frameworks, KPI structures, and performance measurement methodologies to support informed decision-making and program oversight.
- Oversee the development and maintenance of executive dashboards, business intelligence solutions, automated reporting tools, and analytics platforms that improve visibility into program, portfolio, and project performance.
- Ensure effective integration and interoperability between scheduling, cost management, risk management, quality management, document control, financial, and reporting systems.
- Lead organizational change management activities associated with new processes, technologies, governance frameworks, and system enhancements to ensure successful adoption across program teams.
- Develop and administer user training programs, support services, knowledge management initiatives, and competency development plans to promote consistent application of systems, processes, and standards.
- Monitor system performance, user adoption, data quality, governance compliance, and stakeholder satisfaction; identify and implement continuous improvement opportunities to enhance efficiency and effectiveness.
- Support internal and external audits, compliance reviews, maturity assessments, and governance evaluations by ensuring required documentation, controls, reporting mechanisms, and system records are maintained.
- Provide strategic guidance and executive-level recommendations to senior leadership regarding governance, systems integration, organizational effectiveness, digital transformation, and program performance improvement initiatives.
Qualifications & Experience:- Bachelor's degree in engineering, construction management, project management, information Systems, business administration, or related discipline.
- Minimum 12-15 years of progressively responsible experience in project controls, PMO leadership, program management, business systems, process improvement, digital transformation, or related disciplines.
- Minimum 5 years of experience leading multidisciplinary teams responsible for business process management, systems development, reporting and analytics, training, support services, and organizational change initiatives.
- Demonstrated experience implementing, enhancing, governing, and integrating enterprise Project Management Information Systems (PMIS), reporting platforms, workflow solutions, and business applications.
- Experience supporting large-scale infrastructure, transportation, construction, capital programs, or similarly complex delivery organizations.
- Proven experience establishing governance frameworks, operating procedures, organizational controls, and performance management systems.
- Experience working with executive leadership and diverse stakeholder groups in complex matrixed organizations.
- Demonstrated success leading business process transformation, systems integration, continuous improvement, and organizational change initiatives.
Preferred- Project Management Professional (PMP) certification required, or equivalent demonstrated project and program management expertise.
- Additional certifications such as PMI-SP, PMI-RMP, CBAP, Lean Six Sigma, Prosci Change Management, AACE, Agile, or related professional credentials are preferred.
- Experience with PMIS implementation and systems integration within major capital programs, transportation agencies, program management organizations, owner organizations, or public-sector environments.
- Experience supporting federally funded infrastructure programs and compliance-driven governance environments is desirable.
- Experience leading digital transformation, data analytics, reporting modernization, or enterprise business process improvement initiatives.

We offer nine paid holidays and 15 days PTO that accrue per year. The salary range for this position is $175,000 - $270,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
