This is a hands-on leadership role that combines program oversight, employee development, clinical leadership, and direct client services. You'll support employee growth, strengthen community partnerships, drive quality improvement efforts, and help ensure clients receive coordinated care that supports long-term recovery and wellness.

The Role

• Provide leadership and oversight for outpatient Substance Use Disorder treatment services within the Village Health Center.
• Supervise, coach, develop, and support Alcohol and Other Drug Counselors and other assigned employees through regular supervision, training, mentorship, and performance management.
• Lead implementation of evidence-based, trauma-informed, harm reduction, recovery-oriented, and Medication-Assisted Treatment (MAT) practices.
• Monitor referrals, caseloads, service utilization, and program operations to support access to treatment and continuity of care.
• Collaborate with medical, behavioral health, psychiatric, dental, and community partners to support integrated care and positive client outcomes.
• Develop and implement program goals, workflows, policies, procedures, and service standards that strengthen operational effectiveness and treatment quality.
• Maintain a limited clinical caseload and provide counseling, group services, and treatment interventions based on program needs.
• Monitor program performance, treatment outcomes, quality indicators, and service data to identify trends and support continuous improvement efforts.
• Lead chart reviews, documentation audits, compliance activities, and quality assurance initiatives to ensure adherence to regulatory, funding, and organizational requirements.
• Support grant implementation, reporting activities, community partnerships, outreach efforts, and service expansion initiatives.

Desirable Candidate Profile

• Bachelor's degree in Addiction Studies, Psychology, Social Work, Counseling, Behavioral Health, or a related field, or an equivalent combination of education and experience required.
• Minimum seven (7) years of progressively responsible experience in substance use disorder treatment, behavioral health, integrated healthcare, or related human services setting required.
• Minimum three (3) years of supervisory or management experience supporting employee development, performance management, and program oversight required.
• Certification as an Alcohol and Drug Counselor through CCAPP, CADTP, or another recognized certifying body preferred
• Experience providing outpatient substance use disorder treatment services, preferably within California's Drug Medi-Cal Organized Delivery System (DMC-ODS).
• Experience serving individuals experiencing homelessness or other populations with complex behavioral health and social service needs preferred.

Key Competencies

• Strong knowledge of substance use disorder treatment, harm reduction, recovery-oriented care, and Medication-Assisted Treatment (MAT).
• Understanding of trauma-informed care and integrated healthcare service delivery.
• Demonstrated ability to lead, coach, mentor, and develop high-performing teams.
• Strong clinical judgment, problem-solving, and decision-making skills.
• Experience with quality improvement, compliance monitoring, documentation review, and program evaluation.
• Knowledge of DMC-ODS, Medi-Cal, HIPAA, 42 CFR Part 2, and other applicable regulatory requirements.
• Excellent communication and relationship-building skills with clients, employees, healthcare providers, community partners, and multidisciplinary teams.
• Proficiency with electronic health records, reporting systems, and healthcare information technology platforms.
• Ability to manage competing priorities in a dynamic, fast-paced healthcare environment.
• Commitment to serving individuals with compassion, respect, empathy, empowerment, and dignity.

Work Schedule

This is a full-time leadership position supporting outpatient substance use disorder treatment services within the Village Health Center. The typical schedule is Monday through Friday; however, operational needs may occasionally require schedule flexibility to support employees, clients, community partnerships, and program operations.

Compensation & Benefits

The anticipated starting pay range for this role is $80,000 to $99,000 annually, paid bi-weekly. Final placement and starting salary will be determined based on the candidate's experience, qualifications, certifications, and internal equity considerations.
