JOB SUMMARY

Reporting to the Associate Vice President of University Safety, the Manager of Physical Security Systems provides overall leadership in the planning, design, deployment, administration, and lifecycle management of physical security systems for new and existing buildings under the University's jurisdiction statewide. The position provides strategic oversight of the University's security technology infrastructure, including the management of existing systems, implementation of new technologies, and development, implementation, and enforcement of policies and standards governing security technology systems.

DUTIES AND RESPONSIBILITIES

  1. Lead the planning, design, implementation, administration, and continuous improvement of the University's physical security technology systems, including access control, video surveillance, intrusion detection, emergency communications, and related systems, ensuring reliability, effectiveness, and alignment with institutional safety and security objectives.
  2. Works with the personnel from other units or departments assigned to support the Office of Security Technology to clearly delineate and communicate the authority, responsibilities, work assignments, schedules, and actions, so that stakeholders have clear expectations about reporting lines.
  3. Develops and implements policies and procedures for the Office of Security Technology impacting construction for UConn Storrs and all regional campuses.
  4. Responsible for the efficient management of business processes, including interfacing with key University internal and external stakeholders and approved vendors to facilitate the application and workflow of the Office.
  5. Serves as the primary resource and main point of contact for the Office of Security Technology to both the University community and to the Associate Vice President. Coordinates priorities of the Office and oversees project management for efficient and standardized deployment of security technology across university-owned or controlled spaces.
  6. Participates in the development and implementation of university-wide goals and objectives to ensure security technology and life safety systems are efficiently deployed, maintained, operational, and current.
  7. Coordinates technological reviews of new technology for a thorough review of impacts on the existing system.
  8. Oversees staff and day-to-day activities, work assignments, schedules and priorities. Identifies staffing needs and is responsible for staffing, hiring, evaluation and training for all direct reports. Represents management, separately or jointly, at all grievance hearings, fact findings, pre-disciplinary hearings, and other union-related issues originating from within the Security Technology Unit.
  9. Responsible for developing and managing the operating and capital budgets of the Office; establishes cost controls and reports budget activity to senior administration as requested. Provides direct on-site management oversight of all financial issues, including overtime expenditures.
  10. Develops and formalizes the security technology structure and processes for the administration of security technology projects with the goal of maintaining or enhancing security across the University, including the standardization of documents, systems, supporting technology, records, and coordinated responses to end users.
  11. Collaborates with and assists various University departments and regional campuses statewide with the evaluation and development of comprehensive policies and procedures as it relates to the administration of construction projects where security technology will be deployed.
  12. Oversees the handling of forms and records to ensure that all personnel matters are properly completed as indicated by University and State of Connecticut procedures for staff; develops organizational charts, job descriptions and related materials and updates as required.
  13. Initiates, develops, and implements internal databases and other programs designed for project administration.
  14. Creates, suggests, amends, implements and enforces University Policy on security technology systems to include control of data, control of access, design standards, security assessments, and coordinates approval of systems on behalf of the Division of University Safety.
  15. Assists the Associate Vice President with special projects as required.
  16. Prepares strategic plans, reports, presentations and documents.
  17. Serves as University representative at public and committee hearings and conferences; attends and participates in various meetings, regulatory and advisory boards and committees.
  18. Designs, enhances, and maintains the Office of Security Technology website.
  19. Performs related duties as required.

MINIMUM QUALIFICATIONS

  • A bachelor's degree with a relevant combination of academic qualifications and five years of experience in Security Technology Systems, Information Technology, Security Technology or Project Management and Administration.
  • Thorough knowledge of security technology systems, installation, construction and maintenance.
  • Experience reading, interpreting and applying statutes, design standards, code or other regulations; and assessing their potential impact on organizational goals, operations, and customer needs.
  • Experience developing, refining, or implementing administrative or technological solutions to complex processes.
  • Experience communicating technical and non-technical information verbally and in writing to a variety of audiences to ensure understanding of key concepts and information.
  • Demonstrated ability and supervisory skills to train and develop staff.
  • Experience developing and maintaining constructive, professional relationships with a wide variety of stakeholders.

PREFERRED QUALIFICATIONS

  • Three (3) or more years' experience in the supervision of personnel involved in security technology systems.
  • Advanced degree in information technology, project management or a similar field.
  • Experience in an academic institution in a similar role.
  • Demonstrated familiarity or experience with security technology system assessments, and installations, and appropriate methods of service and maintenance.
  • Experience working in a unionized environment.
