Manager of Proposals

Our team is looking for a full-time Mangager of Proposals to lead proposal development across North American Rail Solutions (NARS). This is a working manager role responsible for overseeing the proposal team, setting priorities, supporting proposal strategy, and actively contributing to the development, review, and submission of high-quality proposals. In this role, the Manager of Proposals will help strengthen proposal operations across NARS by providing leadership, structure, coaching, and hands-on support to ensure pursuits are delivered efficiently, consistently, and to a high standard.

RESPONSIBILITIES:
  • Lead and oversee proposal development across NARS, directing pursuit strategy, proposal development, cross-functional collaboration, governance, and submission activities to drive successful business development outcomes.
  • Manage, mentor, and support the proposal team by assigning priorities, balancing workloads, providing guidance, and helping team members grow in their roles.
  • Act as a working manager by directly contributing to proposal strategy, writing, editing, compliance reviews, risks, deliverables, evaluation criteria, formatting, and production as required.
  • Coordinate with executives, project managers, subject matter experts, discipline leads, estimators, and partner organizations to collect and integrate technical, commercial, and marketing content.
  • Develop and maintain proposal schedules, compliance matrices, action trackers, and review plans to ensure deadlines are met and submissions are complete, accurate, and responsive.
  • Draft, edit, and refine proposal content to ensure clarity, consistency, client focus, alignment with brand standards, and compliance with proposal requirements.

QUALIFICATIONS:
  • 8+ years of progressive proposal experience, including experience leading complex pursuits in engineering, construction, transportation, rail, or a related industry.
  • Previous experience leading, mentoring, or directly managing proposal coordinators, writers, or other proposal team members.
  • Strong understanding of the full proposal lifecycle, including opportunity intake, pursuit planning, compliance, content development, reviews, approvals, and submission.
  • Degree or diploma in Business, Marketing, Communications, English, Engineering, or a related field, or an equivalent combination of education and experience.
  • Excellent writing, editing, and storytelling skills with the ability to translate technical information into clear, compelling, and client-focused proposal content.
  • Strong leadership, communication, expediting, and relationship-building skills, with the ability to influence and coordinate contributors across multiple teams and companies.
  • Advanced MS Office and Adobe skills; experience with SharePoint, proposal databases, and content management tools is an asset.
  • Excellent time management and prioritization skills, with the ability to manage multiple deadlines, competing priorities, and high-pressure submissions.
  • High attention to detail, strong critical thinking, sound judgment, and a proactive approach to problem solving and continuous improvement.
  • Collaborative, adaptable, and comfortable working independently while also providing clear direction and support to a team.
