The Active RF Systems organization is looking to fill a Manager of Programs 2 position. The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements. The individual(s) will lead a cross-functional organization aligned to common performance goals related to investment projects and/or customer contracts. This position is based on-site in Linthicum, MD

Role and Responsibilities:

Program Managers are responsible for coordination and management of all phases of program execution, from inception through completion. In this position, the selected Program Manager may oversee one or more programs within the organization. Based on the requirements of each program, the responsibilities may include but are not limited to:
  • Adhere to all internal processes for Program Management
  • Lead and direct a cross-functional Integrated Product Teams (IPTs) to achieve technical objectives
  • Develop and adhere to Integrated Master Schedules (IMS)
  • Develop and adhere to budget baselines
  • Develop and deliver of presentations to leadership and program stakeholders
  • Proposal development / capture planning and strategy
  • Create review and finalize of the program Statement of Work
  • Establish of schedule milestones and spend-plan
  • Develop of stakeholder relationships and cultivation of stakeholder intimacy


Basic Qualifications:
  • Bachelor's degree with 8 years' experience supporting US Government contracts and/or customers; OR a Master's degree with 6 years' experience
  • 4 years program or project management experience, leading the performance of tasks on schedule, at cost, and achieving all requirements as either project lead, integrated program team lead, or cost account manager
  • Demonstrated success aligning teams, organizations, or employee resource groups to achieve a common goal
  • Active U.S. Government Secret security clearance at time of application, current and within scope, with the ability to obtain SCI approval/access.
  • US Citizenship is required


Preferred Qualifications:
  • Experience with Earned Value Management Systems (EVMS) and schedule development tools
  • Experience with Earned Value Management Systems (EVMS) and schedule development tools
  • Ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance
  • Ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
  • Ability to identify and address program impacts through a systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program


Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
