OverviewEssential Job Summary:
The Manager of Safety - Landfill Operations is responsible for leading the safety program for Apex Landfill in Amsterdam, Ohio. This role is responsible for compliance with the IWS’s Health and Safety/ Transportation Compliance Programs and aligning company standards with all applicable legislation. IWS’s goal is to ensure that all programs introduced to staff members and management are communicated properly and understood to provide a safe workplace. This position is responsible for reinforcing the safety and compliance of front-line staff members who service in the designated market area.

- Demonstrates a commitment to communicating, improving, and adhering to safety policies in all work environment areas. Promotes a positive safety culture through leadership by example.
- Analyze safety performance, make recommendations, and drive positive change. Communicate to leadership and Operations the requirements for improving performance including addressing issues, site safety improvement plans, concerns, and corrective actions.
- Maintains regular field presence across the tipping areas, haul roads, heavy mobile equipment operations, scale house, maintenance areas, rail-served activities, and landfill gas and leachate support work.
- Develop, monitor, and disseminate company safety goals and/or benchmarks to company employees and managers.
- Manage work assignments, development, and training of safety supervisors
- Coaches leaders and employees on safe work practices, recognizes positive performance, and supports stop-work authority to ensure that corrective actions are being implemented, and followed up on to follow company safety policies/ procedures.
- Develops and verifies controls for heavy equipment and pedestrian interaction, backing and spotting, site traffic, dumping and tipping, work near slopes or edges, and other high-risk landfill activities.
- Manage care of employees when injury occurs including use of tele-nurse program, clinic/ emergency medical attention in conjunction with Operations.
- Plans and leads safety meetings providing topic information, stand-downs, and targeted trainings so safety expectations are clearly understood by frontline employees and leaders.
- Maintains the safety elements of the site emergency response plan and coordinates drills for medical events, fires, severe weather, spills, equipment incidents, and other landfill emergencies.
- Conduct and lead incident investigations, job safety assessments, operational observations, and facility audits; communicates findings and verifies that corrective actions are completed and effective
- Evaluates PPE needs and coordinates exposure monitoring and controls for noise, dust, gases, heat and cold stress, and other occupational hazards.
- Supports emergency planning and response for derailments, railcar movement incidents, spills, equipment failures, and other rail-related events.
- Partner with Rail to identify and address hazards associated with railcar movement, gondola operations, mobile-equipment interaction, employee access, railcar securement, and work performed near active tracks.
- Review and communicate findings of Behavioral Analysis reports on regular basis.
- Serves as the on-site resource for applicable OSHA, DOT/FMCSA, Ohio, and local safety requirements; maintains required safety records and coordinates with Safety Compliance on shared operational risks.
Requirements and Qualifications:
- Bachelor’s degree in Safety, Industrial Hygiene, Engineering, Environmental Science, or a related field, or an equivalent combination of education and relevant experience. CSP, ASP, CIH, or similar certification is preferred
- 5+ years of progressive Health & Safety experience
- General familiarity with Ohio Environmental Protection Agency (OEPA) and Jefferson County General Health District (JCGHD) requirements and inspection practices is preferred, particularly as they relate to landfill operations, safe work practices, and environmental protection.
- Experience in solid waste, landfill, mining, construction, or another heavy industrial environment is strongly preferred
- Strong incident investigation, root-cause analysis, analytical and organizational skills, action tracking, and continuous-improvement skills
- Excellent communication, coaching, collaboration, and leadership skills, with the ability to influence executives, supervisors, employees, contractors, and drivers
- Demonstrated experience controlling risks involving heavy mobile equipment, site traffic, contractors, lockout/tagout, confined spaces, fall protection, hot work, and excavation or trenching
- Experience with or working knowledge of rail-served industrial operations and associated operational safety practices is strongly preferred.
- Solid computer skills, including MS Office required to efficiently complete audits, reports, access safety applications, etc.
- Ability to work routinely in an active landfill environment, outdoors in varying conditions, and occasionally respond outside regular business hours. Bilingual English/Spanish skills are preferred.
