Position Summary

The Manager of Finance and Administration is responsible for overseeing the financial operations, accounting practices, reporting functions, internal controls, pricing and analysis, and planning and budget management for Visit Estes Park (VEP). This position plays a key role in ensuring fiscal accuracy, organizational compliance, operational efficiency, and administrative continuity across a team that works both in person and remotely.

In addition to fiscal management, this position oversees password management protocols and collaborates with VEP's Data Scientist and Technology Specialist, in administering VEP's technology planforms and software systems.

This role ensures VEP is in compliance with GASB standards, Colorado State and local regulations, including sound internal control standards. This position supports annual audit compliance in partnership with the Town of Estes Park, CO. The Manager of Finance and Administration is responsible for documents, plans and records being filed according to the guidelines of GASB and any other applicable laws or guidelines, including following the Inter-governmental Agreement (IGA) that provides structure and guidance for VEP operations and Bylaws.

Key Responsibilities

Financial Management & Accounting
  • Manage all financial operations with specific emphasis on overseeing all transactions related to general ledger, accounts receivable, accounts payable, payroll, employee benefits, pension & retirement plans, and financial reporting, ensuring that financial records are maintained in accordance with US GAAP.
  • Prepare monthly and other annual financial reports for leadership, board committees, and external stakeholders.
  • Develop, administer, monitor, and forecast the annual organizational budget, with input provided by VEP team members.
  • Analyze Visit Estes Park's financial results with respect to revenue, trends, costs, and compliance with budgets.
  • Monitor organizational expenditures and revenues to ensure alignment with approved budgets and financial goals.
  • Ensure compliance with all applicable accounting standards, financial policies, audit requirements, and governmental regulations. This includes overseeing and coordinating the annual audit.
  • Recommend and implement accounting best practices, process improvements, and internal controls to enhance organizational efficiency and accuracy.
  • Track the collections of public and private funds including delinquencies, and report irregularities to the Board.
  • Maintain accurate financial documentation and records retention practices.


Administration
  • Assist the CEO and support the VEP Board of Directors for ethics training, compliance with bylaws and orientation of new board members and staff.
  • Be lead team member and support to the VEP Finance Committee, scheduling meetings, providing materials, taking minutes, and supporting follow-up to the full VEP Board of Directors.
  • Along with the CEO and VEP Board Governance Committee, support policy and procedural documentation as needed.
  • Lead and manage onboarding and offboarding processes related to team member new hires and transitions.
  • Manage relationships and compliance with insurance and employee benefit providers.
  • Develop, implement, and maintain accounting and administrative policies and procedures.
  • Develop and maintain a working knowledge of all VEP software platforms, systems, and technology tools.
  • Manage organizational password management systems and user access protocols.
  • Manage and oversee VEP's contract management processes to ensure consistency, efficiency, and compliance, including maintaining and updating contract templates, tracking contract terms and expiration dates within the contract database, and ensuring contracts are properly executed, signed, and administered.
  • Support the CEO in maintaining relationships with legal and HR counsels, vendor, and partner relations.


Qualifications

Required
  • Bachelor's degree in accounting, finance, business administration, or related field preferred.
  • Must be familiar with government finance and accounting regulations.
  • Strong understanding of accounting principles, budgeting practices, financial reporting, and internal controls.
  • Experience with accounting software (especially Excel), reporting systems, and cloud-based business platforms.
  • Strong organizational skills with exceptional attention to detail and accuracy.
  • Ability to manage confidential information with discretion and professionalism.
  • Ability to prioritize multiple projects and meet deadlines in a collaborative team environment.

Preferred
  • Experience with nonprofit, destination marketing and management organizations (DMMO), or public-sector finance is a plus.
  • Experience with budget forecasting and audit coordination.
  • Familiarity with government records management and compliance documentation.
  • Knowledge of password management tools, cybersecurity practices, and user-access administration.
  • Advanced proficiency in Microsoft Office Suite, Google Workspace, Blackbaud Financial Edge, Concur, and other accounting software.

Work Environment

The Manager of Finance and Administration works primarily in an office and professional meeting environment, with a combination of in-person, hybrid, or remote work arrangements as approved by the Chief Executive Officer. Standard work hours generally occur during regular business hours; however, the position requires flexibility to travel and attend meetings, community events, public forums, and partner engagements, which may include evenings, early mornings, weekends, and occasional holidays.

The role requires frequent interaction with internal staff, public agencies, elected officials, community stakeholders, and external partners. Work may involve travel within the Estes Park region and surrounding areas, with occasional regional, national, and international travel. The position may require walking, standing, sitting, driving, and the use of standard office equipment. Occasional exposure to outdoor environments and variable weather conditions may occur when attending in-market meetings or destination-related special events and activities.
