Position Summary

This position provides strategic leadership for Asset Management Data and Information while establishing governance and enterprise framework for asset data and information systems to enable data-driven decision-making, risk management, and long-term asset investment optimization across the organization.

This position ensures delivery of high-quality, reliable data and actionable insights that support asset lifecycle strategies, capital planning, and performance optimization. The role serves as a key advisor in aligning asset information capabilities with organizational objectives and regulatory requirements.

This position also advises on work management systems and the GIS system, driving standardization, integration, and continuous improvement across the organization. The scope encompasses asset data governance, information systems, and work management enablement for all physical assets within Power Production, Power Delivery, Fiber, Facilities, IT, and Fleet. Through strong cross-functional collaboration, this role fosters consistency, accountability, and operational excellence across departments while advancing the maturity of Grant PUD's asset management program.

• Lead the development and execution of the Data and Information functions of the District's Asset Management (AM) System and Asset Management Roadmap, aligning with enterprises strategy and asset management objectives, including integration of GIS as a core asset information system.
• Drive standardization and continuous improvement of asset management systems, GIS, data standards, and business processes across the organization.
• Establish and govern Asset Data Standards, the Asset Information Strategy, and an enterprise Asset Data Map defining data ownership, sources, system relationships, and geospatial data integration.
• Define and manage asset data requirements, including spatial data, to support risk modeling, lifecycle planning, whole life cost analysis, and capital investment decisions.
• Ensure asset and GIS data integrity, accessibility, security, and lifecycle management through strong data governance and quality practices.
• Lead integration and data exchange across GIS, asset systems and work management platforms to enable consistent, data-driven decision-making.
• Guide the development and optimization of work management systems and processes ensuring alignment and integration with GIS and asset data for planning, execution, and enterprise reporting.
• Provide strategic and operational leadership to the Asset Management Data and Information Team, setting priorities and performance expectations.
• Champion a strong asset management culture, building cross-functional partnerships and enabling staff with reliable data to optimize asset performance.
• Oversee GIS functions, including system administration, data maintenance, and integration with asset and work management systems, ensuring spatial data accuracy, consistency, and alignment with enterprise asset data standards and business processes.

Required Qualifications (Education, Experience, Licenses & Certifications):

• Bachelor's degree in Business Administration, Data Analytics, Economics, Data Science, Engineering or related field; OR two (2) additional years of relevant experience in lieu of degree.
• Ten (10) years of progressively responsible experience in Business Administration, Data Analytics, Economics, Data Science, Engineering or related fields.

Preferred Qualifications (Education, Experience, Licenses & Certifications):

• Master's degree in an applicable study.
• Completion of program, degree, or diploma in Asset Management
• 3 years' work experience with utility assets through engineering, maintenance, or a related field including leading teams and working directly in asset management role
• Experience supporting or administering GIS and/or work management software platforms

Other Knowledge, Skills & Abilities

• Knowledge of current industry trends and leading practices in asset management, including ISO 55000, the Institute of Asset Management (IAM) framework, and the International Infrastructure Management Manual (IIMM).
• Knowledge of utility operations, engineering principles, equipment, technologies, and the operational environment of a public utility.
• Knowledge of asset data governance, data structures, data quality standards, and best practices for enterprise information management.
• Knowledge of work management principles, including planning, scheduling, tracking, and Computerized Maintenance Management Systems (CMMS) implementation and operation.
• Knowledge of ESRI/ArcGIS including special data management and system integration
• Knowledge of IT project management principles and system implementation practices.
• Skill in business requirements development, program management, and aligning work management processes with strategic asset management objectives.
• Skill in process mapping, process standardization, and continuous improvement methodologies.
• Strong analytical skills, including business analytics, data analysis, financial analysis, and computer-based modeling to support risk-informed and lifecycle decision-making.
