About the Manager, Leak Detection & Measurement Position

Colonial Pipeline is seeking an experienced and strategic leader to oversee two critical operational support functions: Leak Detection and Measurement. In this highly technical people-leadership role, you will develop, manage, and continuously improve programs aligned with American Petroleum Institute recommended practices while helping Colonial advance safe, reliable, and effective pipeline operations.

The Manager, Leak Detection & Measurement will define program objectives and strategies, lead specialized subject matter experts, mentor team members, manage performance, resolve conflicts, and collaborate across functions to keep Colonial striving to lead the industry in leak detection and pipeline measurement.

What You Get to Do
  • Serve as Colonial's representative for leak detection and measurement initiatives.
  • Develop and execute comprehensive leak detection and measurement strategies, including annual and long-range budget planning.
  • Manage and forecast an annual department budget of approximately $20MM and plan capital upgrades and investments.
  • Evaluate, test, and implement leak detection technologies through Colonial's R&D process.
  • Lead the Leak Analysis Team and provide technical and operational support for leak detection investigations.
  • Ensure the Leak Detection program aligns with API RP 1175 and the Measurement Program aligns with API Manual of Petroleum Measurement standards and other relevant regulations, advisories, and industry standards.
  • Develop, maintain, and organize program documentation, design specifications, maintenance specifications, measurement specifications, policies, and procedures.
  • Track program performance through Key Performance Indicators and manage a comprehensive Leak Detection System testing program.
  • Collaborate closely with Field Operations, asset owners, Compliance, Government Affairs, Public Affairs, Communications, and other stakeholders.
  • Lead benchmarking, annual cross-functional reviews, and continuous improvement efforts, including PDCA activities for LDP as an SMS Element.
  • Build, develop, and lead the team by prioritizing work, distributing workload, coaching team members, monitoring performance, delivering reviews, and cultivating growth opportunities.


What You Bring to the Table
  • Bachelor's degree in engineering, Business, or a related technical field from an accredited college or university.
  • 10+ years of combined or collective experience in Operations, Management Systems, Compliance, people management, process management, project management, or related practice.
  • Fundamental knowledge of liquid pipeline operations.
  • Knowledge of refined petroleum leak detection requirements and capabilities.
  • Knowledge of refined petroleum pipeline measurement standards, requirements, and capabilities.
  • Strong understanding of the pipeline industry and Colonial's business processes.
  • Understanding regulatory and legal requirements impacting operations.
  • Strong oral, written, and interpersonal communication skills, including the ability to prepare executive presentations and summaries.
  • Project management, leadership, analytical thinking, attention to detail, and cross-functional team leadership capabilities.
