Reporting to the Senior Manager, Tenant Experience Operations, the Manager, Integrated Pest Management (IPM) is responsible for the management of the organization's IPM program, while actively collaborating with tenants, staff and other stakeholders to achieve successful outcomes for OCH tenants and communities. The Manager leads a team of staff and manages contracted services which provide effective response to tenant requests for service, reduce and eliminate pests in OCH communities by addressing the root cause, and effectively manages costs. The Manager is also responsible for related education and communication strategies, data analysis and reporting.

As a Manager, Integrated Pest Management, some of the things you will do include:

• Researches, develops, administers and evaluates an OCH IPM program and plan consistent with identified strategies and corporate objectives
• Ensures proper waste management, structural repair and maintenance and utilizes effective and appropriate biological, mechanical and chemical control techniques to reduce, eliminate and prevent pest problems in OCH communities
• Ensures appropriate, safe and effective storage, transportation and use of all chemical products used for pest management in accordance with statutory requirements
• Ensures an effective response to tenant requests for service, proactively addresses priorities, and institutes preventative tactics for the OCH housing portfolio
• Develops, implements and administers a plan to inform and educate vendors on OCH's IPM program requirements
• Evaluates and manages vendor performance to ensure alignment with OCH IPM program objectives
• Ensures the appropriate investigation of pest inquiries and complaints and the appropriate preparation, treatment, follow up, and documentation of work processes and outcomes
• Leads the development, implementation, and administration of plans to engage, educate and support tenants, staff and partners on the IPM program
• Develops an IPM communications plan and coordinates the development of related communication and education materials
• Investigates and implements strategies to meet established performance targets
• Measures, evaluates, and reports on identified performance indicators for corporate and operational purposes
• Seeks innovative solutions to address pest issues in OCH communities
• Participates in community meetings and foster partnerships with internal and external stakeholders
• Maintains knowledge of best practices and statutory requirements in the pest management field
• Supports the preparation of and manages assigned budget, monitors expenditures, ensures the timely validation and approval of expenses, and ensures costs are controlled
• Provides leadership and overall management of staff within areas of responsibility, including assigning, monitoring and evaluating work, setting work plans, priorities and expectations, coaching, developing and motivating staff, and ensuring effective service delivery
• Identifies, plans for and manages human resources needs for assigned area of responsibility, including hiring, termination, discipline, investigations and grievances
• Manages the effective and efficient operation of areas of responsibility, monitoring and reporting on adherence to targets and performance indicators, and driving continuous improvement
• Oversees the effective procurement and management of contractors, consultants and suppliers required to effectively manage the IPM program and achieve cost effective solutions
• Manages collaborative and results oriented relationships, acting as a respectful, courteous and professional representative of OCH with all work-related contacts
• Participates in management team meetings, departmental and corporate workgroups, committees and initiatives as identified
• Works in collaboration with other staff in a team approach to service delivery
• Ensures the timely investigation, response to, and documentation of all workplace incidents
• Ensures that own work and the work of all staff aligns with OCH values, interests, plans and objectives

What you bring:

Education & Experience:

A typical candidate will have the following qualifications and experience.Exceptional candidates with different qualifications will be considered at the discretion of the employer ifdemonstratedexperience, knowledge, and ability warrant.

• Completion of post-Secondary education in a related field, such as Entomology, Environmental Health or Social Sciences
• A minimum of 5 years' experience delivering pest management programs or in a related field, including experience managing staff
• Experience managing staff in a unionized environment is an asset
• Ability to obtain an Ontario Structural Exterminator Licence is required
• Experience providing pest management services in a housing environment is required
• Demonstrated knowledge of Integrated Pest Management principles, methodologies and procedures
• Knowledge of process improvement theories and practices
• Knowledge of all pesticides (except Fumigants), their hazards, first aid procedures, and the tools used to apply them
• Knowledge of various designated substances in the workplace in relation to environmental health
• Broad understanding of factors impacting on tenant populations in social housing, including mental health, poverty, aging, and multiculturalism
• Knowledge of Word, Excel, PowerPoint, Outlook, database applications and other standard corporate software
• Understanding of the values, vision and mission of Ottawa Community Housing and a commitment to support those objectives
• Knowledge of applicable health and safety legislation, including the rights and responsibilities of workers and supervisors
• Must be familiar with all applicable statutory requirements, policies, procedures and guidelines relevant to area of work
• Effective negotiation and conflict resolution skills

Skills and abilities:

• Ability to identify and implement ongoing business process improvement
• Ability to manage contractors, including the ability to evaluate and manage performance
• Proficient in the use of information technology such as mobile devices and computer systems in the performance of work
• Excellent oral fluency and reading and writing abilities in English are required
• Oral fluency and reading and writing abilities in French are preferred

• Must be available to work outside of normal business hours and on weekends
• Must possess a valid Class "G" drivers' licence or equivalent and may be required to provide a personal vehicle for business use
