The P DI IGNITION MANAGEMENT Department of the P EMERGENCY PREPAREDNESS & RESPONSE Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Manager Supervisor)

JOB FUNCTION:

Oversees and manages the Ignition Management Office to reduce the risk of utility-related ignitions, including coordination with the assigned Ignition Investigator and field personnel, managing the ignition assessment process, and notifying senior leadership and the company's Legal Fire Response team at designated points throughout the ignition assessment.

ESSENTIAL FUNCTIONS:

Ignition Assessment Program & Reporting

• Develops and updates the Ignition Assessment Program framework including timelines, procedures, roles and responsibilities, and communication plans.
• Identifies investigatory standards in alignment with company strategic objectives to decrease ignitions and prevent catastrophic wildfires.
• Develops and manages dashboards that supports the monitoring of ignition assessment related metrics for internal leadership, stakeholder communication, and regulatory reporting.
• Provides analytical and statistical findings from trends, root cause reports and benchmarking data that can be leveraged into HECO risk models.
• Monitors program effectiveness through established KPIs in accordance with business objectives and goals. Learning from past ignitions provides the feedback loop to the Wildfire Safety Strategy (WSS) on the effectiveness of the workstreams contained in the WSS.
• Develops and updates Ignition playbooks for future incidents.
• Coordinates the implementation of corrective action plans and escalates unresolved issues to appropriate parties for resolution.
• Provides training on ignition assessment procedures and program guidelines.

Department Management & Community Risk Reduction Programs

• Manages and administers department personnel matters throughout the employment lifecycle including recruitment, development, training, counseling, performance appraisals, compensation/merit increases, recognition, and termination.
• Conducts fire safety public education, and disaster preparedness programs. Develops, conducts and oversees fire prevention, emergency preparedness, and safety education activities, including preparation of informational materials; classroom and community group presentations; and attendance and speaking at public events.
• Provides enhancements to training procedures including fire safe operations and tracking for internal and external contractors performing work on HECO's behalf.
• Attends and participates in professional group meetings; stays abreast on new developments within the field of fire science and prevention. Provides and participates in Fire Prevention training.
• Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

Ignition Assessment

• Deploys to the ignition site when company assets are threatened and as needed.
• Conducts impact analyses and ignition assessment.
• Provides timely incident information to company leadership and across the organization (e.g., System Operation, Watch Office, T&D, Generation, Claims, Legal, Emergency Response, etc.) on incident assessment, situational awareness, and threat analysis.
• Responds to high-priority ignitions, as needed (on-call).
• Acts as a Fire Investigator, if simultaneous investigations are occurring and as needed.
• Drives changes in standards, training and analytics from the information gathered on trends and root cause findings.

BASIC QUALIFICATIONS:

Knowledge Requirements

• Bachelor's degree in Electrical or Mechanical Engineering, or related field required.
• Master's degree in Business Administration, Public Policy, or Engineering desired.
• Thorough knowledge of the theories and principles of fire science, organizational development normally acquired through advanced college level courses or equivalent experience.
• Skilled in process improvement, documentation control, and regulatory reporting.
• Working knowledge of policies and procedures outlined in documents such as the Safety & Health Manual, as well as applicable state and local government laws and regulations, or the ability to quickly acquire and apply such knowledge through training and orientation.

Skills Requirements

• Excellent written, oral and presentation skills in order to effectively communicate with all levels of the organization, which often includes dealing with sensitive, difficult or confrontational issues.
• Deep understanding of transmission and distribution infrastructure, including fault detection and arc flash risks.
• Familiarity with how electrical faults can lead to ignitions and how environmental factors influence fire behavior
• Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
• Ability to establish objectives, decision making, and to oversee multiple projects, operations, and functions.
• Proficient with the use of personal computers including spreadsheets, word processing, and presentation applications to compile, maintain, and present information, including the ability to use mapping/geospatial tools.
• Supervisory/leadership skills and abilities to work with a variety of individuals occasionally dealing with sensitive, difficult or confrontational issues.
• Must possess and maintain a valid driver's license issued by the State of Hawaii or another U.S. state. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety needs.

Experience Requirements

• Extensive experience (8+) of related business experience, preferably in electrical or mechanical engineering, fire science, electrical worker, or closely related field.
• Professional Engineer license preferred.
• Experience with executive-level reporting, regulatory filings, root-cause analyses and wildfire mitigation is highly desirable.
• 24/7 availability to support emergencies and disasters.

Hiring Range: The hiring range for the Manager, Ignition Management Program [Req ID 10679] position is $123,000.00 to $159,800.00. The person selected will be placed according to his/her skills and qualifications.
