Position Description

Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market-driven rates. The salary range displayed has not been adjusted for geographical location. This role leads the Decision Support and Analytics function within the FP&A division of Capital Blue Cross and its subsidiaries. This role provides day-to-day leadership for a team of financial analysts and owns the quality, accuracy, and timeliness of financial modeling, business case analysis, benchmarking, scorecards, and executive reporting that supports executive decision-making.

The Manager develops analyst talent, oversees planning system and KPI governance, serves as the owner of the administrative expense function for the Federal Employee Program (FEP) — including its budgeting, forecasting, cost submissions, reporting, and audits — and drives continuous improvement across financial processes, systems, and reporting.

Responsibilities and Qualifications
  • Provide day-to-day directions and support to the Decision Support and Analytics team, including FEP. Supervise, coach, and develop the team — managing workload, priorities, and performance in partnership with the Director.
  • Own the quality, accuracy, and timeliness of all analytical deliverables, reviewing work product before it reaches leadership or is distributed to stakeholders.
  • Lead financial decision-support and capital analysis, including net present value (NPV) and return-on-investment evaluations, and ad hoc strategic analysis supporting decision-making.
  • Develop and review complex financial models supporting business case evaluation, scenario planning, and key business decisions.
  • Oversee the production of executive dashboards, scorecards, and key performance indicators (KPIs).
  • Own the administrative expense function for the Federal Employee Program (FEP) end to end, including its budgeting, forecasting, cost submissions, Blue Cross Blue Shield Association (BCBSA) reporting, and audits.
  • Oversee internal and industry benchmarking analyses, translating internal and external data into actionable insights. Support Project Management Office (PMO) financial analysis, including business case development, initiative tracking, and post-implementation reviews.
  • Administer enterprise planning system governance, ensuring data integrity, security, user adoption, and system upgrades.
  • Provide ad hoc executive and decision-support analysis; drive continuous improvement across financial processes, systems, and reporting; and perform other duties as assigned.

Location: 

  • This position is classified hybrid, which requires onsite work on Tuesdays and Wednesdays. 

Skills: 

  • Demonstrated ability to lead, coach, and develop analytical staff while managing team workload, priorities, and deliverables.
  • Strong problem-solving and critical-thinking skills.
  • Ability to work collaboratively across cross-functional teams and with non-finance stakeholders.
  • Expert financial modeling, data analysis, and advanced Microsoft Excel skills, with proficiency in enterprise planning systems and business intelligence/reporting tools.
  • High adaptability to evolving business priorities and dynamic environments.
  • Ability to manage multiple projects under tight deadlines.
  • Excellent communication and presentation abilities.
  • Strong executive presence and stakeholder management, with the ability to translate complex financial data into clear, actionable insights.
  • High attention to detail and organizational skills.

Knowledge:

  • Strong business acumen, people leadership, and financial analysis abilities. In-depth knowledge of accounting principles, financial statement analysis, and management reporting.
  • Working knowledge of health insurance or healthcare finance preferred.

Experience: 

  • Minimum five years' progressive financial planning and analysis or related finance experience.
  • Health insurance or healthcare finance experience preferred.
  • Minimum one year staff, team lead or project lead experience.

Education, Certification and Licenses:

  • Bachelor’s degree in accounting, Business, Finance, or Economics required
  • Master’s degree, MBA, CPA, or CMA preferred.
