Job Description:

The Manager, Canada FCRM Training reports to the AVP, FCRM Canada Training and Communications. This role leads the ongoing development, implementation, and maintenance of Business Line/FCRM-specific unit training activities and the overall success of the AML/ATF, Sanctions and ABAC Specialized Training Program. The Manager, Canada FCRM Training:
  • Develops, maintains and leads the execution FCRM training specific to business lines and /or FCRM teams in support of the Canada FCRM Training Program learning strategy and plan
  • Lead multiple projects simultaneously with SMEs and stakeholders which includes end to end design, development and delivery of training needs
  • Delivers and manages the content for the design and build of training content by working with FCRM SMEs, TD Learning & Development, and selected Vendors, where applicable, with the goal of making sure that learning objectives are met and content is written in a way that ensures maximum benefit to learners
  • Collaborates and works closely with GAML partners and subject matter experts to: Conduct information gathering meetings to validate training content has been developed in response to their identified learning priorities
  • Oversees activities to identify Canada FCRM Program training needs, including assessing and determining optimal solutions for delivering specialized FCRM training
  • Leads the development of training content for complex FCRM training initiatives typically large in scale, and strategic in nature
  • Maintains current knowledge of global AML risks across the financial industry, regulatory trends and changes
  • Works collaboratively with TD Learning & Development (L&D) to make sure training deliverables align to business/organizational needs and meet TD L&D standards for execution and delivery
  • Manage and develop FCRM Training Program content requirements including where applicable: Course list and content mapping against regulatory requirements & Project management of all training course development, in support of FCRM SME partners
  • Develops and incorporates sound evaluation and measurement strategies and tools in learning/training solutions
  • Evaluates the effectiveness of training programs and the learning objectives were met for training participants
  • Develops and incorporates sound evaluation and measurement strategies and tools in learning/training solutions
  • Supports the consolidation of training completion data and associated reporting to various reporting committees
  • Participate in responding to periodic exams/audits by regulatory bodies and Internal Audit, with respect to request for information, reviewing, packaging and/or providing information directly to the requesting party and addressing any findings, as required
  • Consistently exercise discretion in managing correspondence, information and all matters of confidentiality; escalate issues, where appropriate
  • Work closely with management team to support the development of Canada FCRM Training programs ensuring the optimal use of resources and leverage TD's operating model to maximize efficiency, effectiveness and scale
  • Contribute to the development of Canada FCRM Training strategic priorities aligned with annual Training Plans
  • Strong knowledge and understanding of financial services business, and organizational practices/ disciplines


Qualifications
  • Bachelor's degree or equivalent experience in addition to experience below
  • 3+ years relevant experience
  • Experience in an AML, financial crime, operational risk, or compliance role, or strong business expertise within risk, governance, regulatory, audit or compliance is required
  • Strong financial services industry experience and AML experience
  • Learning background considered as asset as would knowledge of authoring tools
  • ACAMS certification, considered an asset
  • Excellent analytical, writing, development and editing skills to ensure consistency and quality in training materials and for various audiences
  • Knowledge of AML/ATF legal and regulatory environment considered as asset
  • Excellent time management and organizational skills, with the ability to work in a fast-paced and ambiguous environment while managing multiple deadlines and priorities
  • Effective stakeholder and partner engagement with a professional approach
  • Highly motivated individual with a proven track record to deliver results
  • Strong ability to apply critical thinking and to exercise sound judgement in making decisions, and escalating as appropriate
  • Strong ability to synthesize information, distill and communicate complex information, adapting to the needs of the training audience
  • Ability to handle confidential information with discretion
  • Well-developed project management, interpersonal, and problem-solving skills
  • Ability to independently lead, develop, coordinate, and implement program/project plans and activities to completion
  • Ability to work collaboratively and build relationships across teams and functions
  • Proficient with computer applications including Microsoft Office tools (e.g., Excel, TEAMs, Word, PowerPoint)
  • Ability to identify and recommend process improvements and/or automation opportunities to enhance the productivity and operational efficiency of the team
  • Knowledge/proficiency of web development processes and familiarity with authoring tools such as Articulate, Camtasia, Storyline, etc.
