The Manager, Facilities Operations & Maintenance oversees the Facilities Management O&M function across the 8th District, including building maintenance, plant engineering, housekeeping, lease management, and outsourced service provider management.
Reports to: AVP, Facilities Management.
Leads: 3 Operations/Maintenance Assistant Managers (2 in St. Louis, 1 in Memphis), approximately 14 Technicians (indirect), and multiple outsourced service providers.

Responsibilities

  • Provide district-wide leadership for maintenance, engineering, painting, housekeeping, and environmental operations; ensure policies and procedures are consistently followed.

  • Manage contracts and agreements for janitorial, building management system (BMS), HVAC maintenance, landscaping, snow removal, , window washing, pest control, and other services; review agreements for price and appropriateness; monitor service quality.

  • Meet regularly with district and system managers, department administrators, and key stakeholders to monitor customer satisfaction; develop action plans to address areas of deficiency.

  • Develop, monitor, and prioritize the operating budget; assist with annual expense and capital planning and long-term forecasting; manage the annual facilities expense budget to ensure targets are met.

  • Create and monitor team and individual goals to support a competitive, customer‑service‑focused organization.

  • Provide daily work direction; hire employees; conduct performance evaluations; and evaluate contractor and vendor work.

  • Promote a culture of “safety first” emphasizing awareness, discipline, and compliance with OSHA standards and other relevant guidelines.

  • Manage the Integrated Workplace Management System (IWMS); ensure information is accurate and updated; use data insights to drive continuous improvement in site performance.

  • Use IWMS to monitor workflow and quality; identify trends and implement system and process improvements.

  • Ensure regular inspections of real estate; follow up on maintenance work performed; develop plans to quickly resolve issues, and ensure all regulatory required work is performed and documented.

  • Make independent operational decisions within delegated authority regarding equipment adjustments, forecast updates, routine space maintenance, and allocation of resources needed to meet operating plans.

  • Qualifications

  • Bachelor’s degree required; Mechanical Engineering, Electrical Engineering, Operations/Business Management, or related degree is preferred.

  • At least five years of experience in facilities operations, maintenance, or a closely related field.

  • Strong understanding of budgeting processes and accounting practices; ability to effectively operate within budget constraints.

  • Demonstrated leadership skills with the ability to set a positive tone, gain respect, and coach staff to achieve high performance and engagement.

  • Excellent written and oral communication skills; ability to interact effectively with staff, peers, and management; skilled in resolving conflict professionally.

  • Proficiency in PCs, email, MS Word, Excel, and willingness to learn additional facilities-related applications.

  • Experience with IWMS and data-driven operational improvement.

  • Project management experience preferred;

  • Technical knowledge of building operating equipment is a plus.

  • Certifications beneficial: Certified Facility Manager (CFM), OSHA training.

  • Ability to work under minimal supervision and exercise sound independent judgment.

Candidates with less experience may be considered at a lower job grade and salary.

Salary: $131,500 - $170,900 annual.
