Position Details

MiraCosta College is seeking to fill one regular, full-time, Manager, Digital Accessibility and Compliance position, 40 hours per week, 12 months per year on the Oceanside Campus. The normal work schedule will be 8:00 am - 4:30 pm, Monday through Friday. Following successful completion of the probationary period and with approval from the Associate Vice President/Chief IDEA officer, the individual hired will be eligible to work one remote day per week (8 hours).

The person selected for this position will be subject to assignment to any district facility during any hours of operation.

The first-level interviews with the screening and interview committee will be conducted via Zoom. The second-level interviews will be conducted in person.

REMOTE WORK:
MiraCosta College supports flexible work arrangements to promote work-life balance. Eligible positions may offer telework (remote work) options based on operational needs and policy guidelines. Telework is not guaranteed, and probationary or temporary employees require vice president approval. Full-time telework is not permitted; all employees are expected to maintain regular weekly on-campus presence.

RESIDENCY REQUIREMENT:
MiraCosta College Board Policy 7800: Employee Residency requires all classified staff, administrators, and temporary/hourly short-term employees to maintain and permanently reside in a principal place of residence in the state of California that is within two hundred (200) road miles from the employee's regularly assigned district worksite.

The District may consider an individual's request to temporarily reside outside the State of California or beyond the 200-mile limit on a case-by-case basis, provided it does not exceed 12 consecutive months.

Basic Function

Under general direction, plan, coordinate and provide operational oversight for the institution's digital and information technology accessibility programs; provides districtwide leadership in the development, implementation and ongoing maintenance of digital accessibility policies procedures, and technical standards. This role is responsible for leading efforts to ensure institutional compliance with federal and state laws, regulations, and technical standards related to accessibility, including Section 508 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), and Web Content Accessibility Guidelines (WCAG); guide and collaborate with departments, faculty, and staff to integrate accessibility and usability into digital products, services, resources, and the overall educational environment; lead the Accessibility Workgroup and institutional strategic planning for the college in consultation with an administrator; serve as a primary subject matter expert for institutional accessibility and lead initiatives to foster an inclusive digital environment for all users, including individuals with disabilities.

Essential Duties & Responsibilities

1. 2. Provide day-to-day leadership and work with staff to ensure a high-performance, service oriented work environment that supports achieving district and division mission, objectives and service standards; enforce the maintenance of safe working conditions and ensure safe work practices are followed by staff; provide leadership to ensure a fair and open work environment in accordance with the district's mission, goals and values.

5. Provide districtwide leadership, in consultation with an administrator, in the planning, development, and execution of comprehensive accessibility initiatives by directing strategic efforts related to web accessibility, procurement accessibility, and digital content accessibility. Lead and oversee institutional programs and large-scale projects designed to improve the accessibility and usability of technology resources, ensuring alignment with organizational priorities and broad institutional impact. Develop, implement, and continuously maintain districtwide accessibility policies, procedures, standards, and guidelines, ensuring full compliance with WCAG, ADA, Section 508, and all other applicable federal and state accessibility regulations, while promoting the integration of accessible and usable design principles into all digital products, services, and technology-related practices across the District.

6. Administer and support the district's resource allocation and planning processes, ensuring alignment with institutional priorities and compliance with established timelines and policies. Lead the development and implementation of systems and workflows that facilitate efficient data collection, reporting, and decision-making. Conduct comprehensive business process analyses to identify opportunities for improvement, enhance operational efficiency, and ensure policy adherence. Provide strategic guidance and coordination across departments to support transparent and effective resource management.

7. Serve as the institution's subject matter expert on accessibility laws, regulations, and technical standards related to access technology, providing guidance to ensure institutional compliance. Collaborate with instructional, administrative, and technology departments to ensure that all informational and educational resources, services, digital platforms, and technology solutions are accessible and functional for students, employees, and other individuals with disabilities. Conduct audits and evaluations of distance education courses, websites, applications, and digital materials to assess compliance with accessibility requirements, and provide detailed recommendations to enhance accessibility and address identified gaps. Review and test third-party electronic and information technology (EIT) products and documentation, including but not limited to VPATs and Accessibility Conformance Reports, to verify accessibility compliance for publisher materials, institutional systems, and other vendor-provided solutions. Work closely with vendors and procurement teams to ensure that all acquired software, digital content, and technology platforms meet established accessibility standards and institutional requirements.

8. Design, construct, and deliver training, training materials, and professional learning opportunities for faculty and staff on accessibility requirements, best practices, and the use of assistive technologies. Create job aids, guidelines, and knowledge management resources related to digital accessibility and standards.

9. Strategically partner with faculty and instructional designers to proactively integrate digital accessibility standards into all stages of course development and delivery, providing expert consultation and practical guidance on creating, selecting, and remediating accessible instructional content, multimedia, and technologies.

10. Manage and oversee the coordination of complex projects and lead cross-functional initiatives that integrate accessibility into IT projects from inception to deployment. Track campus requests and reports, set priorities, and oversee team workload.

11. Serve as a liaison and engage with relevant campus partners and diverse stakeholders (e.g., IT, Risk Management, Legal, Procurement, SAS, systemwide committees) to foster an inclusive digital environment and integrate accessibility considerations into programs and procedures.
