Essential Functions

  • Serves as Manager of Cook and Northern Regional Contract Administration
  • Serves as full line supervisor
  • Reviews, evaluates, and coordinates the tracking and modification of computer systems connected to the contract process and maintenance of centralized Department files for purchase of service, grants, and Department procurements to ensure effective, efficient processing of contract-related information, to facilitate the Department's ability to be proactive regarding potential problems, and to respond to audits and inquiries regarding contracts.
  • Directs and coordinates the quality control process related to contracts.
  • Manages, controls, and organizes the process of service provider rate determination through individual reimbursable per diem rates for institutional and group home providers and statewide reimbursable rates for foster care, day care and other providers.
  • Represents the Department at various private sector and governmental work groups and committees regarding contract services.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  • Requires four years of progressively responsible administrative experience in a public or business organization in accounting, contract services, or procurement.


Preferred Qualifications

  • 3 years of professional experience conducting or managing contract monitoring and/or review.
  • 3 years of experience supervising professional staff.
  • 3 years of professional experience managing teams in multiple locations.
  • 3 years of professional experience administering a quality control process for a public or business organization.
  • 3 years of professional experience managing the process of service provider rate determination.


Conditions of Employment

  • Requires ability to pass a background check.
  • Requires ability to travel in the performance of duties. Requires appropriate, valid driver's license.
  • Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
