About the Role

This position is a full-time role working 35 hours per week.

The Manager, Capital Renewal Projects is responsible for the execution of infrastructure renewal projects that will overhaul, replace, or modernize systems that enable the buildings to operate in a safe, reliable, and efficient manner. These projects will be characterized by large budgets ($50K to $10M), strict timelines, and business continuity risks. Some projects are almost exclusively funded through the Capital Maintenance Renewal (CMR) program administered jointly by Alberta Infrastructure and Advanced Education. This relationship involves a high level of political visibility affecting the Government, the Board, and senior leadership.

Reporting to the Director, Planning and Project Delivery and working closely with other Facilities Management personnel, this position will manage the execution of multiple concurrent projects with individual budgets ranging from $50K to $10M.
Responsibilities
Project Portfolio Management and Planning (30%)

• Oversees a portfolio of capital projects and serves as the project manager of key projects as defined by complexity and criticality.
• Schedules and balances workload in conjunction with the Manager, Space Planning and Strategy.
• Analyzes new project requests.
• Develops or supports the creation of high-level project scopes through consultation with the requestors, recommends a method of accomplishment.
• Identifies synergies, conflicts, scheduling issues, and resource constraints to create, maintain, and communicate a multi-year perspective on project delivery needs.

Project Management (50%)

• Performs construction project management including record keeping, negotiating change orders, and conducting inspections for compliance with contract specifications including final acceptance inspections.
• Prepares and processes all required forms and documentation required to close out projects both fiscally and physically.
• Develops and prepares specifications, monitors service contracts, inspects for quality and adherence with specifications and certifies invoices for payment.
• Oversees contractors, Facilities Management staff and contract labour performing work on assigned projects.
• Tracks time and materials to ensure projects are accomplished within funding constraints and allowable performance periods.
• Prepares and evaluates Request for Proposal packages, bid reviews, and vendor performance monitoring.
• Represents the Director, Planning and Project Delivery as assigned in pre-design, pre-bid, pre-construction and progress review meetings regarding all funded contract projects.
• Maintains complete project documentation on assigned projects and provides periodic status briefings to the Director, Planning and Project Delivery and others, as required (including, but not limited to AVP, Facilities Management, project stakeholders, etc).

Project Coordination (20%)

• Keep abreast of MRU's constantly changing project environment, understand the complexities of individual projects, distill and document the critical points, and communicate with project teams regarding areas where the interests and activities of projects intersect.
• Ensure management, project managers, and teams within Facilities Management are aware of the activities in other projects.
• Seek intervention opportunities to prevent conflicts around schedules, materials, and resources, minimizing the number of service shut-downs, and identifying and exploiting opportunities for synergies.
• Ensure all work conducted is in compliance with the Government of Alberta Occupational Health and Safety legislation and practices. Have knowledge of and adhere to MRU safety systems, policies, procedures, and safe work guidelines.

Qualifications

• Trades certificate, PMP, or university degree augmented with project management experience, professional development, and on-the-job training.
• 6 to 10 years of experience, with proven experience successfully leading and managing project teams.
• Working knowledge of construction procedures, code requirements, engineering and/or architectural background, computerized systems/software, building codes, fire and safety codes and requirements.
• Ability to interpret specifications and drawings.
• Complete the preparation of construction estimates.
• Proven ability to maintain, manage and prepare reports and records.
• Experience in various computer software systems (Google is an asset).
• Hazardous Material Management experience.
• Strong human/public relations abilities, excellent oral and written communication skills, and demonstrated leadership abilities.
• Mental stamina, stress management and time management are required in managing multiple, concurrent and unrelated problems and challenges.
• Working conditions require physical effort due to the need to traverse 2.3M square feet of building space on a 118-acre campus in all weather conditions at any time of the day or night.
• During emergency situations, long working hours are required under conditions of high mental stress.
• Working conditions demand effort to climb ladders, traverse roof spaces, and enter confined spaces during all weather conditions at any time of the day or night.

Salary: $100,867 - 139,194 per annum
