MacEwan University is seeking a Manager, Capital Planning and Asset Management for a full-time continuing opportunity with our Financial Services department.
The Manager, Capital Planning and Asset Management (CPAM) provides leadership and oversight of the University's capital planning, project accounting, and asset management functions. The position is responsible for the financial monitoring and analysis of major capital initiatives, including building projects, infrastructure renewals, and multi-year technology investments, as well as the lifecycle management of all capital and tracked non-capital assets.
Key responsibilities include:
Reporting, Regulatory Compliance & Financial Stewardship:- Ensuring compliance with Public Sector Accounting Standards (PSAS), government reporting requirements, taxation requirements, and institutional policies;
- Developing and leading monthly, quarterly, annual, and ad hoc financial reporting related to capital projects, assets, and asset replacement planning;
- Managing audit requirements related to CPAM, responding to audit requests, and monitoring implementation of audit recommendations;
- Implementing, updating, and reviewing processes and quality assurance mechanisms to ensure the accuracy and integrity of CPAM financial reporting;
Capital Planning, Projects & Asset Management:- Providing financial leadership and analysis related to campus development plans, capital construction projects, infrastructure initiatives, and major technology investments;
- Being accountable for financial oversight, monitoring, analysis, and accuracy of major University capital projects;
- Providing oversight and guidance regarding project budgeting, financial monitoring, project reporting structures, and capital eligibility assessments;
Accounting Operations, Systems Innovation & Internal Controls:- Providing oversight of accounting practices, financial controls, and governance frameworks supporting capital projects, capital assets, and institutional asset management;
- Leading the modernization, optimization, and continuous improvement of processes and systems supporting capital planning, project accounting, and asset management functions;
- Establishing and maintaining effective internal controls, operating procedures, data governance standards, and risk management practices;
Staff Leadership & Stakeholder Advisory:- Leading, mentoring, and developing CPAM staff through a supportive leadership approach with oversight of service quality and work output; ensuring employees receive training, guidance, and support necessary to perform effectively; and
- Partnering with stakeholders across the University to identify emerging business needs, process inefficiencies, and operational challenges, and leading the development of practical process, business, and technology solutions that improve effectiveness, service delivery, and user experience.
SkillsYou will have:
- Solid understanding of Public Sector Accounting Standards (PSAS) or International Financial Reporting Standards (IFRS), including financial governance, regulatory compliance, and taxation requirements such as GST;
- Strong understanding of financial systems, data governance, reporting tools, and the application of technology to support decision-making, operational performance, and continuous improvement;
- Expertise in project accounting, asset lifecycle management, and internal control practices to ensure the effective management and stewardship of both capital and tracked non-capital assets;
- Strong stakeholder engagement, consultation, and relationship-management skills, with the ability to collaborate and influence internal and external stakeholders;
- Exceptional analytical and problem-solving abilities, with strong strategic thinking and decision-making skills;
- The ability to assess organizational risks, develop and implement mitigation plans, and establish effective controls and governance frameworks to support compliance, accountability and sound decision-making;
- The ability to evaluate business requirements and leverage process redesign, data analytics, and technology to develop practical, sustainable solutions that improve operational efficiency, data quality, service delivery and stakeholder experience;
- Excellent written and verbal communication skills, including the ability to communicate complex financial and technical information to diverse audiences;
- Strong organizational and time management skills, with the ability to establish priorities, manage competing demands, and meet deadlines;
- The ability to work in a dynamic and fast-paced environment, especially during peak times of year;
- Strong attention to detail and accuracy of work; and
- Proven leadership skills with the ability to build high-performing teams, develop and implement KPIs, and foster a culture of continuous improvement and innovation.
Qualifications- A minimum of a Bachelor of Commerce degree with a major in Accounting or a related degree.
- Chartered Professional Accountant (CPA) designation.
- A minimum of 8 years of progressively responsible accounting, financial analysis, or asset management experience.
- A minimum of 3 years of leadership experience.
- Experience with Public Sector Accounting Standards (PSAS) or International Financial Reporting Standards (IFRS).
- Experience with capital planning, financial oversight, and project governance of major building, infrastructure, and multi-year technology projects.
- Experience leading process improvement initiatives and technology-enabled solutions that enhance operational effective
- Experience working with enterprise financial systems; PeopleSoft experience would be considered an asset.
- Experience in post-secondary or public sector environment would be considered an asset.
- An equivalent combination of education and experience may be considered.
